To block someone on Twitter, you will simply follow the same instructions as described above. However, if you want to do a soft block, you have to unblock it again.

The trick is to open the person's profile, click the three vertical dots in the upper right corner, select Block, then repeat the steps and select Unblock.

Doing this is the best way to go as it will only force the person to unfollow you, which means they will no longer see your tweets on their timeline and will hopefully not interact with you much.

The soft block does not prevent the person from visiting your profile and seeing all your public tweets. They may even follow you back if they realize they are no longer following you.

The biggest advantage of soft blocking is that someone could assume that it was Twitter's fault that you unfollowed each other, due to an error or something.
