Surabaya City Government ASN Allowance Cuts Reaches IDR 95.2 Billion

SURABAYA - Cutting allowances for State Civil Apparatus (ASN) within the Surabaya City Government as a result of the pandemic on changes to the 2021 Surabaya APBD financial budget (PAK) reached Rp95.225 billion.

Chairman of Commission D of the Surabaya DPRD, Khusnul Khotimah, said that in the 2021 Surabaya Regional Budget PAK there was a refocusing of the budget on a number of posts, one of which was a reduction in the post for providing salaries and allowances for ASN.

"The total efficiency of the budget for salaries and allowances for the Surabaya City Government ASN has reached Rp. 95.225 billion for seven OPD (regional apparatus organizations) out of 10 OPD under the coordination of Commission D of the Surabaya DPRD," said Khusnul in Surabaya, reported by Antara, Sunday, September 26. .

For the three OPDs for which there is no reduction in ASN allowances, said Khusnul, they are the Health Service, Soewandhie Hospital and Bhakti Dharma Husada Hospital (BDH). These three OPDs are not reduced because they are related to health benefits that have been regulated by the central government.

Of the seven OPDs whose salaries and ASN allowances were cut the most, it was the Education Office, which amounted to Rp. 91.523 billion. Then the Population Control, Women's Empowerment and Child Protection Service (DP5A) Rp. 918 million, the Social Service Rp. 598 million, the Manpower Service Rp. 591 million, the Culture and Tourism Service Rp. 408 million, the Youth and Sports Service Rp. 746 million and the People's Welfare Administration Rp. 438 million.

"If I can choose, I hope there will be no cuts to the direct expenditure post budget in the form of ASN salaries and allowances. So I hope there are other ways so that the provision of ASN salaries and allowances is not reduced," he said.

If efficiency is required, Khusnul hopes that the ASN in the Surabaya City Government will not decrease their performance and remain good servants of the state, continue to provide excellent service.

"The cut will psychologically have an impact on ASN. However, I hope that the performance of ASN in the field of welfare under the coordination of Commission D of the Surabaya DPRD will not sluggish. Community service remains good and maximal," he said.
