According To Observers, The Appropriate Punishment For The General Behind The Issuance Of The Djoko Tjandra Road Letter Is Dismissal

JAKARTA - The National Police Chief, General Idham Aziz, has removed the Head of the Coordination and Supervision Bureau (Karo Korwas) of the National Police Brigadier General Prasetyo Utomo, because he is suspected of being the mastermind behind the issuance of Djoko Tjandra's fugitive pass.

Researcher at the Institute for Security and Strategic Studies in the Police sector, Bambang Rukminto, said that dismissal was not the right punishment for these high-ranking officers. Supposedly, the Police immediately fired Prastyo for what he had done. The reason is that the action is considered to have violated criminal law.

"Not only dismissal, but it should be dismissed and it must be continued in the direction of crime because there are indications of gratification there," Bambang told VOI, Thursday, July 16.

In addition, Bambang suggested that the investigation into the issuance of the road papers be thoroughly investigated to find out whether or not other actors were playing. With the hope, the tarnished trust of the public in the Police will return as the decision is issued.

"Firm and transparent. Trust in the Police must be built with transparency and consistency in law enforcement for its members as well," said Bambang.

Separately, the commissioner of the National Police Commission (Kompolnas), Poengky Indarty, said that dismissal was not the end of this problem. This is because removal is a part of the investigation process.

"So it does not mean that it is only removed and then the problem is over," said Poengky.

He suggested that the Police should solve this problem completely. The criminal legal process against Prasetyo must be carried out on the suspicion that he has protected fugitives in major cases.

"We hope that the person concerned is subject to criminal investigation on the suspicion of protecting fugitive corruptors. This is a form of obstruction of justice, obstructs law enforcement, which ironically concerned law enforcers," said Poengky.

The decision to remove Brigadier General Prasetyo Utomo was stated in the Chief of Police's Secret Telegram (TR) letter number ST / 1980 / VII / KEP. / 2020 dated July 15, 2020. The TR was signed directly by the US SDM Kapolri, Inspector General Pol Sutrisno Yudi Hermawan.

In the TR, it was stated that Brigadier General Prasetyo Utomo was transferred from his initial position as Karo Karwas PPNS Bareskrim Polri to become the Chief of Yanma Polri in the context of examination.

The dismissal was the result of an investigation by the Professional and Security Division (Propam) on Brigadier General Prasetyo Utomo regarding a pass in the name of Djoko Tjandra.

In addition, the issuance of the travel letter Number: SJ / 82 / VI / 2020 / Rokorwas, dated 18 June 2020, is said to be an initiative of the high-ranking officer. On the travel letter, it was written that Djoko Tjandra left for Pontianak, West Kalimantan from Jakarta on June 19 and returned on June 22, 2020.
