JAKARTA - The position of State Civil Servant (PNS) of the Head of South Grogol Urban Village, Asep Subah, is on the line. Because, the option of dismissal from civil servants is very open if there is a violation in making the electronic KTP (e-KTP) fugitive Djoko Tjandra.

Head of DKI Chaidir Regional Personnel Agency (BKD) said that currently Asep is undergoing examination by the DKI Inspectorate team for alleged violations of disciplinary punishment as a civil servant.

"If it is found and there is a misunderstanding of the procedure in carrying out the task, namely providing direct services to Djoko Tjandra, then he will be permanently dismissed from his position," said Chaidir when contacted, Friday, July 10.

The rules regarding disciplinary punishment for PNS are regulated in Government Regulation (PP) Number 53 of 2010 concerning Civil Servant Discipline. In these regulations, disciplinary violations are any words, writings, or actions of a civil servant that violate the prohibition against the provisions of civil servant discipline, whether it is done inside or outside working hours.

There are levels in PP 53/2010, there are levels of punishment that will be accepted, ranging from reprimands, postponement of salary increases, demotion, release of office, to disrespectful dismissal. Civil servants can be dishonorably discharged or dismissed for committing a serious violation of discipline.

Currently, Asep has been temporarily suspended from his position because he is currently being investigated. "We are doing deepening and examining the KTP Djoko Tjandra as the head of the sub-district, whether (Asep) has carried out according to the procedure or not. Due to the alleged mistake, the official must be released first," said Chaidir.

Chaidir said that at this time only Asep was being examined by the DKI Inspectorate. If there is progress in the inspection, the other individual service providers (PJPL) of Grogol Selatan Village will be examined.

"Only then, because the target of receiving (Djoko Tjandra's arrival) is the village head for the first time," said Chaidir.

During Asep's release, the position of Head of South Grogol Village was held by the Head of the Kebayoran Baru Sub-District, Aroman Nimbang as the Daily Executive (Plh) of the Village Head.

As is known, suddenly Djoko Tjandra made a scene in this country again. Djoko Tjandra has been a fugitive in the Cessie Bank Bali case since 2009. After being slippery like an eel, Joko shocked the public again because he was known to have entered Indonesia and filed a Judicial Review (PK) regarding his case at the South Jakarta District Court.

Djoko also had time to apply for an e-KTP. It turns out that Djoko's e-KTP can be issued as fast as 'lightning'. This case put Asep Subhan, Head of South Grogol Urban Village and the Director General of Population and Civil Registration, Zudan Arif Fakhrullah in the spotlight.

Asep was contacted by Djoko's lawyer, Anita. He asked if Pak Djoko's KTP was still registered in Grogol Urban Village. Asep requested and checked Djoko's National Identity Number (NIK) in the population system in Grogol Selatan Village. It turns out that Djoko is still listed as a resident of South Grogol.

Djoko's KTP is also not electronic (e-KTP). Therefore, for printing, it must go through the recording of the ID card which Djoko must attend directly to the One Stop Integrated Service (PTSP) in his sub-district. At that time, the system did not record Djoko's status as a fugitive from the Attorney General's Office.

Djoko and his lawyer also came to the PTSP of Grogol Selatan Village on June 8, 2020. Director General of Dukcapil, Zudan said the Dukcapil data base recorded Djoko's KTP-el at 07.27 WIB. Then the printing was done at 08.46 WIB.

"So it takes approximately 1 hour 19 minutes to make the E-KTP. Currently there are so many making of e-KTP that can be completed in less than 1 hour," said Zudan.
