DIY Civil Service Police Unit Regrets Enforcement of Health Protocols in RT is Constrained Reluctant

YOGYAKARTA - Head of the Civil Service Police Unit (Satpol PP) of the Special Region of Yogyakarta, Noviar Rahmad, regrets that efforts to enforce health protocols at the RT/RW (Neighborhood Association) level in this province are still hampered by feelings of hesitation or uncertainty.

"Especially at the lower level of the RT level, reminding its citizens is a bit difficult because it is still an 'ewuh-pakewuh' (unpleasant) culture. For example, there is a Head of RT reminding his citizens that it is rather difficult, especially when the person being reminded is a character", said Noviar in Yogyakarta. quoted by Antara, Monday, August 2nd.

So far, the Civil Service Police Unit DIY, he said, has assisted members of "Keep the Citizens" at the hamlet level, one of which is to be able to eliminate the culture of feeling shy or useless to enforce the process up to the RT/RW level.

"So far, we have assisted Jaga Warga so that their role is truly optimized in enforcing health procedures at lower levels", he said.

According to him, Take Care of the Citizens is the key to enforcing the process down to the lower level because they can be in direct contact with the community.

However, according to Noviar, the number of Jaga Warga consisting of elements of community leaders, youth leaders, community protection, to RT/RW administrators in DIY is still small. Of the 4,667 hamlets in DIY, only 1,224 hamlets were formed.

Based on the results of enforcement during the extension of PPKM Level 4, Noviar claims the level of mask used in DIY has reached 94 percent. However, the percentage is limited to monitoring in public places or facilities.

"In public places, at least one or two people do not wear masks. But in residential areas, it is a bit difficult to control it. In residential areas or villages there are still many who do not wear masks", said Noviar.

In addition, he said, violations related to social distancing and creating crowds were still high, especially in restaurants or stalls.

According to Noviar, the presence or absence of a crowd is enough to measure the fulfillment of health procedures in a restaurant because it is difficult to limit eating in place for 20 minutes.

"In the implementation, it is difficult to monitor for 20 minutes. What we see is whether there is a crowd or not", he said.

Based on the results of enforcement from July 3 to August 1, 2021, Noviar noted that as many as 814 business places were closed, 1,059 business places were disbanded due to crowding, and 45 business places were sealed because they had been warned but again violated.
