Considering The Effectiveness Of New Odd-Even Controls During The Transitional PSBB In Jakarta

JAKARTA - The Governor's Regulation (Pergub) regarding vehicle regulation using the odd-even system during the implementation of Large-Scale Social Restrictions (PSBB) during the transition period caused polemics. This is because there is an assumption that this policy is not accompanied by the availability of adequate public transportation.

Public Policy Analyst from Trisaksi University, Trubus Rahadiansyah, said that the half-hearted impression on the policies issued by the DKI Jakarta Provincial Government (Pemprov) is getting stronger. The reason is that the policy does not provide a solution for people who are asked to remain productive during the early days of COVID-19.

"Of course, it shows that this policy has no clear direction. If it is to increase people's productivity but does not provide a solution," Trubus told VOI, Sunday, June 7.

Trubus said, Governor Regulation Number 51 of 2020 Article 18 paragraph 2 letter K, which excludes online motorcycle taxi drivers from carrying passengers, will not solve the existing problem. The reason is, the governor's regulation also states a regulation limiting 50 percent of the capacity of other public transportation.

So, what will happen is a buildup of passengers. In fact, later on, the health protocol that must be prioritized will not work well. With health protocols in progress, it is certainly not impossible that new positive cases of COVID-19 will emerge.

"There must be a buildup. In the end, health protocols such as physical distancing and so on will not work well," said Trubus.

It's not easy

Many parties think that the rules that seem to limit vehicles with an odd-even system can be overcome by increasing the number of public transportation fleets. However, the reality will not be that easy.

In adding a fleet, for example Trans Jakarta, must go through a planning process. Because, fleet procurement requires a lot of money. So, it must be carefully calculated.

"Increasing the public transportation fleet is not as easy as turning your hand. It takes planning and a long process," said Trubus.

So, continued Trubus, the solution remains in a strict monitoring and evaluation process. By doing so, the rules that have been made will be carried out well. Even if it doesn't work, the previous PSBB must be re-applied.

"Of course monitoring and evaluation are the main keys. This rule is half-hearted, so there must be close monitoring," said Trubus.
