Overpayment Of DKI Provincial Government Happens Again, Now Subsidy To Transjakarta Rp415.9 Billion

JAKARTA - The Supreme Audit Agency (BPK) noted that the DKI Provincial Government had an overpayment of Rp415 billion to PT Transjakarta BUMD in the 2018 and 2019 fiscal years. The overpayment was in the form of a subsidy.

The findings of the BPK are included in the summary of the results of the second semester of 2020. This summary was signed by the Chairman of the BPK RI Agung Firman Sampurna in March 2021.

"PT Transjakarta's 2018 and 2019 non-ticket revenues are not taken into account in the provision of public service obligation (PSO) subsidies for Transjakarta public transportation services," Agung wrote as quoted in the summary on Monday, July 12.

Meanwhile, corporate social responsibility expenditures are charged in calculating PT Transjakarta's production costs. In other words, the DKI Provincial Government has the advantage of paying subsidies to Transjakarta.

Therefore, BPK asked PT Transjakarta to fix it. "BPK recommends the BUMD directors to recalculate the overpayment of the calculation of PSO subsidies for the 2018 and 2019 financial years in the following fiscal year periods," he explained.

As is known, the problem of overpayment in DKI under the leadership of DKI Jakarta Governor Anies Baswedan is not the only time. Previously, it was revealed that there was an overpayment in the purchase of fire extinguishers by the DKI Fire and Rescue Service (Gulkarmat).

Based on the 2019 DKI Provincial Government financial report, BPK found four packages of funds for the procurement of fire engines with expenses that exceeded the price of the equipment. The total overpayment was recorded at around Rp6.5 billion.

In detail, the submersible unit has a real price of Rp. 9 billion, a contract value of Rp. 9.7 billion, so the difference is Rp. 761 million. Then the quick response unit with a real price of Rp. 36.2 billion, the contract value of Rp. 39.6 billion, so the difference is Rp. 3.4 billion.

Furthermore, fire suppression units on mass transportation facilities with a real price of Rp. 7 billion, the contract value of Rp. 7.8 billion, the difference is Rp. 844 million. Then, the fire material decomposer unit, the real price is Rp. 32 billion, the contract value is Rp. 33 billion, the difference is Rp. 1 billion.

Later, the DKI Provincial Government stated that the overpayment had been returned.
