Deputy Governor Calls DKI Starting To Arrange This Year's APBD Allocation For Emergency PPKM Funding

JAKARTA - Deputy Governor of DKI Jakarta Ahmad Riza Patria said that currently the DKI Provincial Government is starting to discuss the budget allocation in the DKI Regional Budget for handling COVID-19 during the emergency PPKM period.

"The discussion on refocusing the budget has already started. We will continue to implement it according to the agenda between the executive and the legislature," said Riza at DKI City Hall, Central Jakarta, Tuesday, July 6.

Riza said funding for handling the pandemic when COVID-19 cases began to surge was being coordinated with the DPRD. However, he made sure that other programs that had been prepared were still running.

"Even during the pandemic, development programs and agendas are still running, programs and agendas, the working relationship between the executive and the legislature continues," he said.

Previously, the Minister of Home Affairs (Mendagri) Tito Karnavian issued the Instruction of the Minister of Home Affairs (Inmendagri) Number 15 of 2021 concerning the Implementation of the COVID-19 Emergency Community Activity Restrictions (PPKM) in the Java and Bali Regions.

One of the instructions in the Ministry of Home Affairs, Tito asked local governments to fund the implementation of emergency PPKM through their respective APBD.

"In implementing the emergency PPKM due to the COVID-19 pandemic, local governments can make expenditures for which the budget is not yet available, which will then be proposed in the draft APBD amendment," Tito wrote as quoted from the Ministry of Home Affairs

There are also expenses that are carried out by direct loading on unexpected expenses (BTT). Tito said, if BTT is not sufficient, local governments can reschedule program and activity achievements to prioritize the use of budget allocations for certain activities.

Regional governments can also make changes to budget allocations and take advantage of available cash through changes to regional head regulations regarding APBD, and notifying the leadership of the Regional House of Representatives.

"The results of the budget allocation for rescheduling the program and activity achievements are diverted for unexpected expenditures," explained Tito.

The procedure for using BTT in the context of implementing Emergency PPKM due to the COVID-19 Pandemic originating from the Regional Budget is guided by the Minister of Home Affairs Regulation Number 39 of 2020.
