Mataram Police Investigate Allegations Of Corruption In The Capitation Fund Of The Babakan Health Center With A Budget Of IDR 3.3 Billion

JAKARTA - The Mataram City Police, West Nusa Tenggara, are investigating allegations of corruption in the management of the 2017-2019 capitation funds at the Babakan Health Center.

Head of Criminal Investigation Unit for the Mataram Police, Police Commissioner Kadek Adi Budi Astawa, in Mataram, Wednesday, said that his party was carrying out an investigation based on the alleged use of capitation funds that were not in accordance with their accountability.

"So now the stage is still in the process of collecting information and data," said Kadek Adi.

In this stage, he explained, members of the Corruption Eradication Unit had collected information from 50 people who knew about the management of capitation funds at the Babakan Health Center.

"There is also data in the form of documents that we have collected," he said.

The capitation fund is the value of payments in the monthly period distributed by BPJS Health to first-level health facilities (FKPT), in this case, the public health center. The value distributed is based on the number of participants registered with the FKPT.

Then the management is related to the procedures for implementing the budget realization as well as the form of accountability for the capitation funds by the public health center.

This was said by Kadek Adi, in accordance with the regulations referring to the Regulation of the Minister of Health of the Republic of Indonesia Number 21/2016 concerning the use of national health insurance capitation funds for health services (jaspelkes) and operational cost support for local government-owned FKPT (public health center).

"So, the Jaspelkes payment is appropriate or not, then its use for operations is also appropriate or not," he said.

With reference to such regulations, Kadek Adi said that within a year, the Babakan Health Center was known to have received capitation funds from BPJS Kesehatan amounting to Rp1.1 billion.

This value is seen from the number of participants registered in the FKTP at the Babakan Health Center. The number reached 15 thousand people covering four villages in Sandubaya District, Mataram City.

"Because the allegations (corruption) have existed in the last three years, starting from 2017-2019, so the number of capitation funds management appears to reach Rp3.3 billion," he said.
