BKN Affirms The Implementation Of TWK For KPK Employees As A Result Of A Joint Decision Keputusan

JAKARTA - Head of the State Civil Service Agency (BKN) Bima Haria Wibisana emphasized that the implementation of the National Insight Test Assessment (TWK) as a condition for the transfer of KPK employee status was a joint decision. He emphasized that this decision was not taken on the basis of the advice or will of a particular party.

This was conveyed after he was asked for information regarding the implementation of TWK by the Komnas HAM team for four hours or from 12.43 WIB until around 17.03 WIB.

"So this TWK was not brought up by just one person. This is a discussion from a team meeting to make a Perkom. That why there is a national insight because it refers to the law and then BKN has a mandate to carry out TWK," Bima said at a press conference at the office Komnas HAM, Jalan Latuharhary, Menteng, Central Jakarta, Tuesday, June 22.

He then explained the process to carry out the mandate that had been given in the implementation of the TWK. He said, at that time, BKN did have the instruments to implement TWK, but it could not be implemented for employees who had worked at the KPK for a long time.

The reason is that the TWK they usually do is for prospective civil servants (CPNS) or those who have just entered.

"BKN has a TWK but it is not in accordance with the KPK because the ones assessed are senior people, who have been in the KPK for a long time have deputies, bureaus, directors, and main investigators. What we have is a test for CPNS, entry level so for us this test not suitable for officials who have served," he explained.

From these conditions, the instruments owned by the Army Psychology Service were used. "Why is it being used because this is the only valid instrument available. There is nothing else," he said.

"So we use the best of the existing instruments," added Bima.

According to Bima, the instruments in TWK do not stand alone. Bima said, there are three other instruments such as the State Moderation Index (IMB-68), interviews, and profiling which are used as the basis for the assessment.

From the instrument, it was finally found that there were 75 employees who were declared ineligible while 1,274 were declared eligible and could be inducted as State Civil Apparatus (ASN).

Of the 75 employees who were declared ineligible, re-discussion was carried out with other institutions and assessors to investigate further whether there were employees who could still be saved. "We are trying to see if there are variables that we can eliminate so that these people can meet the requirements," he explained.

"So the results are 24 and 51. So, what about the 51? There was a joint decision that there were assessors who carried out TWK as well, there was the KPK, and so on, so it was decided that these 51 still do not meet the requirements," he concluded
