Banner Appears 'Mr. Novel Stops Polemic TWK, Everyone Must Be Sincere'

JAKARTA - In the midst of the polemic of the National Insight Test (TWK) which has no clear end, banners have sprung up on the streets. This banner contains a message that senior investigator Novel Baswedan and Colleagues stop the TWK polemic and be relieved.

From VOI's observation, a banner urging Novel Baswedan and colleagues not to qualify as ASN was installed on Ir H. Juanda street, Cempaka Putih, Ciputat, South Tangerang City, Banten.

This banner was installed on the side of the road with the words 'Asking Mr. Novel and colleagues to Stop the Polemic of Failing TWK Test for KPK Employees, Everyone Must Be Sincere'.

VOI is still searching for banners on the side of the road, which of course attracts the attention of passers-by.

Nurul Ghufron Can't Answer, Komnas HAM Waits For Firli Bahuri

The National Commission on Human Rights (Komnas HAM) is still waiting for the presence of four leaders and the Secretary-General of the Corruption Eradication Commission (KPK) until the end of June. This was done because there were still unanswered questions by the Deputy Chairman of the KPK, Nurul Ghufron.

Ghufron became the representative of the KPK leadership to clarify allegations of human rights violations during the TWK process. The KPK argued that this was done because all decisions related to the transfer of employee status were carried out in a collegial collective manner.

However, the questions raised by investigators from National Commission on Human Rights turned out not only to touch on decisions that were determined jointly but also the role of each party, including the five KPK leaders. Thus, there are a number of questions that Ghufron cannot answer.

"There are several question constructions that are not collegial collective areas, but areas that are contributed by individual leaders. So there were some questions that Mr. Ghufron could not answer because they were other leaders," said Commissioner for Monitoring and Investigation of National Commission on Human Rights Mohammad Choirul Anam told reporters at his office, at Latuharhary street, Central Jakarta, Thursday, June 17.

Furthermore, Komnas HAM did provide an opportunity for the leadership and the Secretary-General of the KPK to attend to provide clarification. However, this institution will not call back but wait for their awareness to attend until the end of next month.

"Never mind, we don't need to call again. We just give it a chance. If you want to come, we will accept it until the end of this month until we close the case," he said.

"The thing is, if you wait for another call and stuff, it will take a lot of time and harm us all," added Anam.

Novel Baswedan Talks

Novel Baswedan, a senior investigator from the Corruption Eradication Commission (KPK), said he often heard complaints from a number of leaders. This complaint is related to the existence of the anti-corruption commission leader who dominates the decision-making process at the institution.

"It is said that there are KPK leaders who are too dominant. Even in some circumstances, four leaders want to do something and this one doesn't want to, it can't happen," Novel said in a discussion broadcasted on the YouTube Public Virtue Institute, Sunday, June 20.

Novel did not mention who the KPK leader was who complained to him. He also did not reveal who the dominating leader was.

However, he stressed that the complaint was true and this dominance led to the disruption of the corruption eradication process. "This is what some of the KPK leaders mentioned earlier, that it often interferes with," said Novel.

"Because if something like that happens, the dynamics of decision-making at the KPK will be disturbed by such things," he added.

ICW Asks KPK Not to Spread TWK Hoaxes

Indonesia Corruption Watch (ICW) asked the Corruption Eradication Commission (KPK) not to provide false information or hoaxes related to the results of the National Insight Test (TWK) as a condition for the transfer of employee status.

This was conveyed in response to the statement of Acting KPK Spokesperson for Enforcement Sector Ali Fikri who said his party would coordinate with the State Civil Service Agency (BKN) to request the results of the TWK.

"ICW reminds the Acting KPK Spokesperson not to provide hoax information related to the results of the National Insight Test (TWK)," said Kurnia in a written statement to reporters, Wednesday, June 16.

This statement regarding the submission of TWK results to the KPK from BKN is based on an upload on the KemenPANRB website. In the upload, it was stated that the Head of BKN Bima Haria Wibisana had submitted the results of the TWK to the KPK, represented by the Secretary-General of the KPK, Cahya H. Harefa on April 27.

VOI tried to trace the upload on the KemenPANRB website and found a news upload stating the results of the TWK assessment had been submitted. The handover was witnessed by the Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Tjahjo Kumolo and KPK Chair Firli Bahuri.

Back to Kurnia, with the upload, it is odd when the anti-corruption commission has to coordinate with BKN to get TWK results. This dishonesty is also considered to strengthen the public's suspicion that the employee status transfer test is just a trick.

"KPK's dishonesty in providing TWK results to employees further strengthens the public's suspicion that the test is just a trick to get rid of KPK employees," he said.

75 KPK Employees Eliminated

The National Insight Test was attended by 1,351 KPK employees. Of these, 1,274 people were declared eligible.

Meanwhile, 75 employees including senior investigator Novel Baswedan, Chairman of the KPK Employee Forum who is also investigator Yudi Purnomo, Director of Socialization and Anti-Corruption Campaign Giri Suprapdiono, Head of the KPK Task Force Harun Al-Rasyid, and Director of PJKAKI Sujarnarko who will retire, was also declared ineligible (TMS). While the other two employees did not attend the interview test.

According to the employees who took this test, there were a number of irregularities in the implementation of the assessment. Including the questions asked by the assessor during the interview process.

The employees said the questions asked during the TWK process violated the private sphere. These irregularities were later reported by dozens of these employees to the National Human Rights Commission, Komnas Perempuan, and the Indonesian Ombudsman.
