PEKANBARU - The Special Criminal Investigation Directorate (Ditreskrimsus) of the Riau Police has uncovered an alleged crime of forest and land fires (Karhutla) in the area of HGU PT Teguh Karsa Wana Lestari (TKWL), Bandar Jaya Village, Siak Kecil District, Bengkalis Regency.
Two people with initials MK and DJ have been named as suspects. Both are suspected of having links to land management activities before the fire occurred.
Dirreskrimsus Polda Riau Kombes Ade Kuncoro said the fire was known to have occurred on Friday (7/8/2026) at around 13.30 WIB. From the initial check, the area of the burned area is estimated to have reached around four hectares.
"As soon as we received information about the fire, the team immediately went down to investigate and investigate. From the series of examinations and initial evidence we obtained, two people have been named as suspects," said Ade, Wednesday, August 12.
From the examination at the location, investigators found oil palm plants managed by the community and a hut related to one of the suspects.
The police also obtained information about the activity of heavy equipment that carried out clearing of bushes before the fire occurred.
According to Ade, all these activities are now part of what investigators are investigating to uncover the entire series of events before the fire occurred.
"We are investigating where the source of the fire came from, what the cause was, how the land management activities were before the fire, who controlled and managed the land, to the possibility of motives or economic benefits from the activity," he said.
The investigation also paid attention to the initial information, the fire point was in an area that was said to have a High Conservation Value (NKT).
Investigators have taken the coordinates to ensure the position and area of the burned area, which will be verified with experts and related agencies.
Ade emphasized that the handling of cases was carried out using the scientific investigation approach. This method is needed so that the relationship between land management activities, fire sources, fires, and the ecological impacts caused can be scientifically proven.
"We don't want to stop at who was at the location when the fire occurred. The investigation must be able to answer the cause-and-effect relationship based on facts and scientific evidence, including how it affects the environment," he said.
The investigators will then conduct a crime scene with experts and examine experts in the environment, forestry, land fires and other related parties.
"The status and function of the area will also be verified to find out the ecological value of the burned area," said Ade.
In this case, the two suspects were charged with Article 98 of Law Number 32 of 2009 concerning the Protection and Management of the Environment and/or Article 107 of Law Number 39 of 2014 concerning Plantation.
Investigators will also send a Letter of Notification of the Commencement of Investigation (SPDP) to the Riau High Prosecutor's Office.
Ade ensured that the investigation did not stop at the designation of two suspects. The Riau Police's Ditreskrimsus is still developing the case to find out thoroughly the parties who have a connection or responsibility for the management of the area.
"We will investigate all the facts. Whoever later has a connection based on evidence and can be held accountable, of course, we will process it according to the applicable provisions," said Ade.
