DKI Provincial Government Submits Rp354.2 Billion Grant Budget for NGOs to Houses of Worship in 2027

JAKARTA - The Directorate of Mental and Spiritual Education (Dikmental) of the DKI Jakarta Provincial Government proposes a grant budget of IDR 354.26 billion in the 2027 APBD.

The budget will be distributed to 309 recipients, ranging from community institutions and organizations, houses of worship, to taklim assemblies, boarding schools, and Madrasah Diniyah Takmiliyah (MDT).

The grant funds are planned to be distributed to 309 recipients consisting of 29 community institutions and organizations, 167 houses of worship, and 113 taklim assemblies, Quran Education Parks (TPA), Quran Children's Parks (TKA), boarding schools, and Madrasah Diniyah Takmiliyah (MDT).

"In the draft KUA-PPAS for the 2027 Fiscal Year, the proposed budget for the Mental Health Bureau is IDR 362.3 billion," said Head of the Mental Health Bureau of the DKI Jakarta Provincial Government, Fajar Eko Satriyo, quoted on Thursday, July 30.

The proposed grant expenditure is the largest portion of the total budget of the Mental Health Bureau proposed in the Draft General Policy of the APBD and the Priority of the Provisional Budget Ceiling (KUA-PPAS) for the 2027 Fiscal Year of IDR 362.3 billion.

Overall, the proposed budget value increased compared to the 2026 allocation which reached Rp351.5 billion. In addition to the grant budget of Rp354.26 billion, the DKI Mental Bureau also proposed a budget of Rp8.06 billion for goods and services.

The proposed budget will support two main programs that are the authority of the bureau, namely the Regional Government Affairs Support Program and the People's Welfare Program.

Furthermore, the budget will also be used to support a number of priority programs in 2027. These include facilitating mental and spiritual coaching, organizing regional haj officers, monitoring and evaluating mental and spiritual policy, to coordinating policies in the fields of education, culture, libraries, and archives.

Other programs that remain prioritized include operational assistance for houses of worship, incentives for religious teachers or teachers of the Koran, incentives for house of worship officers, and payment of BPJS Employment contributions for recipients of incentives.

Fajar also explained the follow-up to the public's proposal collected through the 2027 RKPD recess. Of the 1,217 proposals received, 968 proposals or 79.53 percent have been accommodated with notes. Meanwhile, 249 proposals or 20.47 percent have not been met.

The proposals that have been followed up include incentives for namaz teachers and funeral embalming officers that have been budgeted through the Indonesian Mosque Council (DMI) DKI Jakarta. Meanwhile, the proposal for the improvement of mosque facilities and infrastructure, taklim assemblies, and other places of worship is directed to be submitted through the e-Hibah system.

"For this proposal, the Biro Dikmental directs the applicant to coordinate with related regional devices, such as the regional government and the Culture Service," said Fajar.
