BANDUNG - Deputy Chairman of the Regional Representative Council (DPRD) West Java, Iwan Suryawan, appreciates the steps taken by West Java Governor Dedi Mulyadi who held a prize-winning competition for the arrest of street crime perpetrators or begal. However, the council's leadership reminded that this reactive policy should not erode the existence and the main duties of law enforcement officers.

According to Iwan, the policy is a strong signal of the government's concern about public unrest over the rampant acts of robbery on a number of vulnerable routes in West Java. However, this PKS Faction politician emphasized that law enforcement and law enforcement in the field are the absolute domain of the police along with official security personnel.

His party criticized that the tender mechanism did not create a perception among the public as if the presence of law enforcement officers had begun to be displaced by the participation of civilians.

"The presence of the state and security forces in the community must remain the main fortress, it must not be replaced by a scheme of complaint with prizes," said Iwan in Bandung, Friday (24/7/2026).

Iwan assessed that handling street crimes should not be entirely imposed on residents who do not have special expertise or legal protection in dealing with armed criminal perpetrators. Without strict technical guidance, the active involvement of residents is feared to trigger vigilante actions that have the potential to violate the law.

As a solution, the West Java DPRD encourages the West Java Provincial Government together with the police to optimize the strengthening of the existence of the apparatus in the field, through increased intensity of open and closed patrols at crime-prone points. The physical presence of personnel at crucial hours is considered more effective in providing a sense of psychological security.

In addition to strengthening security, local governments are also urged to complete the improvement of supporting infrastructure, such as providing adequate Public Street Lighting (PJU) and installing integrated surveillance cameras (CCTV). These facilities are considered crucial to help the early detection work of law enforcement officers.

The West Java DPRD expressed its readiness to monitor and support the allocation of regional budgets to complete the security facilities of the region and patrol operations in districts/cities. Iwan hopes that the tender policy is positioned as a spark for public information participation, while law enforcement is fully handed over to the authorities.

"The spirit of the Governor is very good to stimulate concern. However, law enforcement and enforcement remain the main task of the apparatus so that legal order and the safety of the public are maintained," he concluded.
