Kaltara asks the PU Ministry to change the Krayan Road Scheme to maximize the Rp150 billion budget

TANJUNG SELOR - The North Kalimantan Provincial Government (Pemprov) through PUPR-Perkim Kaltara will propose a change in the Krayan Ring Road development scheme to the Ministry of Public Works (PU).

The change is considered important so that the allocation of Rp150 billion from the central government is able to handle longer roads and accelerate the opening of access in border areas.

Head of the PUPR-Perkim Kaltara Office, Helmi, said the proposal emerged after the implementation of construction through the Regional Road Instruction (IJD) scheme was considered not to provide optimal coverage.

"The obligation to complete each package until the paving stage makes the length of the road that can be built limited," said Helmi, Tuesday (21/6/2026).

"With a budget of Rp50 billion in the first phase, the length of the road that can be handled is only about three kilometers because it has to be paved," he continued.

Helmi said, the Provincial Government proposed that the development should be focused first on road pavement. With this scheme, the road sections that can be handled will be longer so that the community can quickly enjoy decent transportation access.

"If the focus is on functional roads first, it is enough until the pavement, then the sections that can be built will be much longer. The most important thing is that the public access is open first," he said.

Helmi revealed that in 2025 the Provincial Government had actually allocated around Rp. 30 billion for road construction in the South Krayan and Krayan Induk Districts through the General Allocation Fund (DAU) for infrastructure and the Special Allocation Fund (DAK).

"However, the program was canceled after the central government carried out budget efficiency," he said.

However, efforts to fight for road development in Krayan continue. During the audience of the governor of all Indonesia with the Minister of Finance in 2025, the Governor of Kaltara Zainal A. Paliwang managed to fight for budget support of Rp. 150 billion from the central government.

"The budget is allocated through the IJD scheme and implemented by the National Road Implementation Center (BPJN) Kaltara with a contract for 2025-2026. The funds are not included in the Kaltara Provincial APBD, but rather a central government program," he explained.

He emphasized that to fight for changes in the implementation scheme, the DPUPR-Perkim Kaltara had scheduled a meeting with the PU Ministry on Thursday (23/7) coming. In the meeting, the Provincial Government will propose that the continued development is focused enough on road paving so that the benefits of the Rp150 billion budget can be felt more widely by the community.

"The hope of the people of Krayan and the border region in general, the construction of roads is enough until the pavement first so that the access can be immediately utilized," he said.

He is optimistic that the change in the scheme will make the use of the budget more effective without reducing the main objective of development, namely opening connectivity in the border area.

"The most important thing is that the road works so that the community can enjoy better access. Asphalting can be done in the next phase," he concluded.
