JAKARTA - The DKI Jakarta Provincial Government (Pemprov) received 499 Land Use Rights Certificates (SHP) from the Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN). The handover of the certificate coincides with the 499th anniversary of Jakarta.

The asset with an area of approximately 85 hectares with an estimated value of Rp. 22.25 trillion is an additional legal force for the ownership of regional assets which have long been overshadowed by disputes.

The Governor of DKI Jakarta, Pramono Anung, emphasized that asset certification is not just an administrative matter. According to him, the legality of assets is an important stronghold for local governments amid the high potential for land lawsuits in the capital.

"For the DKI Jakarta Government, the certificate is not only administrative. But the most important and foremost is the order of assets owned by the DKI Jakarta Government. In Jakarta, there are many assets, many interested parties, and many disturbing ones. Even assets that were completed before independence are still being sued," said Pramono at the DKI Jakarta City Hall, Wednesday, June 24.

The handover of 499 SHP continues the asset certification process which was previously carried out en masse at the KH Hasyim Asy'ari Mosque. At that time, the DKI Provincial Government received 3,922 certificates with an asset value of Rp. 102 trillion and was recorded in the MURI record.

With the addition of the latest certificate, the DKI Provincial Government has managed to secure the legality of assets worth a total of Rp. 124.2 trillion in the last one and a half months.

Pramono said that resolving various regional asset issues was one of the homework that his government continued to push, including resolving disputes that had not been completed from the previous period.

"With this guarantee of order, it becomes an aspect of legal certainty for assets owned by the DKI Jakarta Government so that we can work more calmly," said Pramono.

Meanwhile, Deputy Minister of ATR/Deputy Head of BPN Ossy Dermawan said that the certification of local government assets is part of efforts to strengthen public asset management as well as prevent potential state losses.

"Until now, as much as 98.6 percent of land in DKI Jakarta has been registered, and more than 80 percent of them have been certified. This is a very progressive achievement in Indonesia. We target that in the future 100 percent can be realized registered and certified," said Ossy.

Of the total 499 SHP submitted, South Jakarta became the region with the most certificates, namely 229 fields with an area of approximately 407 thousand square meters. Meanwhile, East Jakarta received 41 certificates with an area of 98,263 square meters.

Ossy also ensured that the land use rights status would remain in effect as long as the assets were used to support the implementation of local government.

In addition to asset certification, the ATR/BPN Ministry and the DKI Jakarta Provincial Government are preparing to integrate land, population, and tax data through the synchronization of the Identification Number (NIB), Population Identification Number (NIK), and Tax Object Number (NOP).

The integration of data is expected to strengthen asset supervision as well as increase regional revenue, especially from the Land and Building Rights Acquisition Tax (BPHTB) sector.

"Hopefully this good effort can be done not only in the DKI Jakarta Province, but also in all provinces throughout Indonesia, and allow me on behalf of the Ministry to also congratulate the DKI Jakarta Province on its 499th anniversary.
