JEMBER - The Jember District Attorney's Office (Kejari) seized a number of mobile phones (handphones) of hospital directors related to the alleged corruption case of claiming national health insurance (JKN) funds in the period 2019 to 2025 in Jember Regency, East Java.
Head of the Jember District Attorney's Office (Kajari) Yadyn Palebangan confirmed the seizure of a number of mobile phones of hospital directors related to the case, but did not want to mention which hospital director and how many mobile phones were seized for further investigation of the case.
"The search and seizure process is a legal action as mandated by the Criminal Procedure Code (KUHAP) and it is in accordance with the procedure," said Yadyn, Wednesday, June 3, as reported by ANTARA.
According to him, investigators have examined a number of hospital directors to unravel the facts related to the existence or absence of a malicious agreement arising from the act in the alleged corruption case of manipulating the JKN program in Jember Regency.
"What is clear is that we have examined approximately 20 witnesses and will indeed be scheduled in the near future to expose the case related to his illegal acts and the value of the country's losses," he said.
He explained that investigators would not interfere with the activities of employees at BPJS Kesehatan and hospitals related to the seizure of the confiscated mobile phones.
"If there is something needed such as applications and important numbers in mobile phones, then we are cooperative to provide, only the substance or content of the material should not be changed because it is the standard operating procedure in the search and seizure of electronic evidence," he said.
The former prosecutor at the KPK said that the Jember District Attorney's investigators seized a number of witnesses' cellphones with different durations according to the needs of the investigation in the field.
"Electronic evidence that we have seized since a week ago, some were a few days ago, and some were yesterday. The seizure is adjusted to the needs of the investigation," he said.
Yadyn said the mobile phone would be returned to the witness after investigators traced the results of the substantive facts in the alleged corruption case of manipulating JKN claims found in the electronic evidence.
"If there is no evidence found in the mobile phone, it will be returned to the witness, but if there is evidence, further seizure will be carried out for proof at the trial," he said.
Previously, the Jember District Attorney's Office had raised the status of the alleged corruption case of manipulating the JKN program from an investigation to an investigation, so that investigators examined witnesses to complete the case file in early May 2026.
"The investigation team concluded that the alleged corruption in the JKN program was in the form of 'fraud upcoding' and or 'phantom billing' by a number of hospitals in 2019 to 2025," he said.
Fraud or fraud in the JKN program is in the form of phantom billing, which is filing a claim for health services or medicines that have never actually been given to sick patients.
Then the irregularities carried out were also in the form of upcoding, namely manipulating the diagnostic code or procedure to be heavier in order to get a higher claim than it should be.
