BOGOR - The Regional Representative Council (DPRD) of Bogor City officially closed the Second Session of 2026 through the Plenary Meeting held on Thursday, May 30. In the meeting, the DPRD highlighted a number of strategic agendas ranging from changes in regional apparatus organizations (OPD), evaluation of the Bogor City Mayor's LKPJ 2025, to the problem of children not going to school (ATS) which is still a homework for the local government.

The Chairman of the Bogor City DPRD, Adityawarman Adil, said that this plenary meeting was an important momentum in the implementation of the legislative and oversight functions of the DPRD.

"Today's plenary meeting discusses three main agendas, namely the amendment to the 2026 Bapemperda, the amendment to the OPD Regulation, and the approval of the 2025 Bogor City Mayor's LKPJ," said Adityawarman when presiding over the session at the Bogor City DPRD Building.

He emphasized that the recommendations submitted by the DPRD must be a reference for improvement for the Bogor City Government in the future.

"We convey the recommendations of the LKPJ as a note of improvement and correction so that the implementation of activities in the future really benefits the community," he said.

Deputy Chairman of the Bogor City DPRD, M. Zenal Abidin, explained that during the trial, the leadership of the DPRD together with the Consultative Body had carried out 27 activities which focused on the evaluation of the pansus and supervision of regional development programs.

According to him, the DPRD also encourages the acceleration of the digitalization of Regional Original Income (PAD) through the host-to-host system to prevent potential leakage of regional cash.

"We also emphasize to Commission II to encourage the digitization of PAD through the host-to-host system to prevent leakage of regional funds," explained Zenal.

Meanwhile, Deputy Chairman of the LKPJ Committee, Anna Mariam Fadhila, provided a number of critical notes on the achievements of the Bogor City development. Although economic growth reached 5.45 percent, he assessed that there were still fundamental problems that had not been resolved.

"We note that there are still 10,000 out-of-school children (ATS) in Bogor City as well as problems with certificates that are held up. This is a serious problem that needs to be handled urgently," said Anna.

He also highlighted the importance of reforming digital health services and updating data on social assistance recipients to be more targeted.

In terms of institutional regulation, the Chairman of the OPD Committee, Wishnu Ardiansyah, conveyed that the DPRD approved the amendment to Regulation Number 3 of 2021 concerning the Regional Apparatus with the principle of a more streamlined but effective bureaucracy.

"We agree to strengthen several services into Type A, such as DPUTR and DPKPP, as well as repositioning the RSUD into a Special Organization Unit (UOBK). The principle is lean structure, rich in functions," said Wishnu.

He emphasized that changes in structure must be followed by the placement of ASN based on competence so that it has a direct impact on improving public services starting in 2027.

Responding to this, Bogor Mayor Dedie A. Rachim emphasized that strengthening the institutionalization of local government units is a strategic step to respond to the increasingly dynamic public service needs.

"This is a strategic step for the Bogor City Government in order to adjust the dynamics of public service needs, improve organizational performance, and strengthen the institutional framework of regional devices so that they are more adaptive, effective, and responsive to development challenges," said Dedie.

Dedie explained that the change in the structure of the OPD included the deletion of the RSUD as a regional device and the affirmation of its status as a special organizational unit under the Health Service with certain autonomy. In addition, there is a merger of the service into DP3AP2KB Type A and the upgrading of the typology of DPKPP and DPUTR to Type A.

On that occasion, Dedie also ensured that all DPRD recommendations for the 2025 Fiscal Year LKPJ would be followed up through a measurable action plan.

"We accept all recommendations from the DPRD and will pour them into the follow-up action plan. We will monitor its implementation in a measured and consistent manner," he said.

In addition, the Bogor City Government has also prepared new regulations related to digital governance as part of the paradigm shift of the Electronic-Based Government System (SPBE).

"These fundamental changes are no longer appropriate to be carried out through the mechanism of changing the regulation, but must be achieved through the formation of new regional regulations," said Dedie.
