Albares said the situation around the strait was in a "double blockade" by Iran and the United States, and the current status quo "is clearly unsustainable."
"The Strait of Hormuz must be opened, freely, safely, and without cost. There should be no toll," he said.
"Madrid continues to support the negotiation process to resolve the crisis," Albares said, adding that the Iranian Foreign Minister had contacted him to inform him of the developments in the negotiations and explain Tehran's position.
He said Pakistan, with the full support of Spain, continues to make mediation efforts between the parties to the dispute.
Albares also stressed that there was no military solution to the crisis, neither for the United States nor for Iran. He said a day before the war began, Washington and Tehran were still at the negotiating table in Oman, and the information received in recent days regarding the contacts "was quite encouraging."
