IAW Says Blueray Cargo Corruption Case Opens the Veil of Power Governance

JAKARTA, The Directorate General of Customs (DJBC) is once again in the public spotlight regarding the Blueray Cargo case. A number of official names are also entangled in the case, which is currently being handled by the Corruption Eradication Commission (KPK).

The Founding Secretary of Indonesian Audit Watch (IAW), Iskandar Sitorus, assessed that there were many games on the export-import of goods that passed through the Customs.

Based on INS-1/BC/2025, the targeting parameters of the shipment are indeed prepared, entered, updated, monitored, and evaluated by a certain structure in the DJBC. The Director of Enforcement and Investigation has the authority to prepare, enter, and update the national targeting parameters.

"Level II officials can provide input. The Regional Office, KPU, and KPPBC can also develop and update local targeting parameters. This means that to influence the digital heart of import supervision, it is not always necessary to have a director general," said Iskandar in a press statement, Tuesday, May 5, 2026.

In certain constructions, said Iskandar, the director level is already very close to the risk setting button. This is what makes Indonesian Audit Watch view the rule set targeting not just a matter of technology, but a matter of power governance.

"The Blueray Cargo case opened the veil. In the construction of the case which was widely reported, the KPK mentioned the alleged conditioning of the import route for Blueray Cargo goods," said Iskandar.

"What makes this case unusual is the method. The KPK revealed that in October 2025, there was an alleged agreement to regulate the import route for Blueray Cargo goods," he added.

It is said that the DJBC employee who initiated F received an order from Orlando to adjust the parameters of the red line and compose a rule set at 70 percent. The data was then sent from the P2 Directorate to the Directorate of Customs and Excise Information to be entered into the targeting machine.

"The impact is that Blueray goods are suspected of no longer being red or through physical examination, so that counterfeit, imitation, or illegal goods can enter without checking the officers," he concluded.
