BANDUNG - Deputy Chairman of the West Java DPRD, Iwan Suryawan, gave a serious note regarding the urgency of strengthening safety infrastructure at a crossing.
Following the incident in East Bekasi on April 28, 2026 which claimed lives, Iwan emphasized that the construction of crossings is not as large as flyovers and underpasses must be a priority scale that must not be delayed.
Iwan stated that handling a piece of crossing is not merely a technical issue of transportation, but a tangible form of state protection against the safety of its citizens.
He encouraged that this momentum should be a turning point for policy synchronization between the West Java Provincial Government and the Central Government.
"We don't want there to be any more similar incidents in the future. The narrative of development must shift from just logistical smoothness to ensuring the safety of life. Acceleration of flyover development at dense points is an absolute necessity," said Iwan, Wednesday, April 29.
One of the points that became the main focus of Iwan is the Kebon Pedes train crossing.
Considering that the road is under the authority of the West Java Provincial Government, Iwan urged that the plan to build an underpass at the location be immediately realized without further delay.
"Kebon Pedes is a vital route and a vulnerable point that is the authority of the province. The construction of the underpass there can no longer be negotiated. We in the DPRD will monitor so that the construction budget is prioritized, because the volume of vehicles and train frequencies at that point are very not ideal for a piece of crossing," he said.
Based on the audit data of PT KAI as of April 2026, there are 3,703 crossings per piece in Indonesia, with a significant risk spread in the West Java region.
Of this number, it is recorded that there are still about 912 points that have not been guarded. This condition is a serious concern for the legislature because the growth in vehicle volume continues to increase in buffer areas such as Bogor, Bekasi and Bandung.
Responding to the potential budget, Iwan highlighted the projection of funds of around Rp. 4 trillion from the state budget prepared by the central government through President Prabowo's direct instructions to repair 1,800 crossings on Java Island.
He hopes that the West Java Provincial Government can be proactive in ensuring that the allocation is in synergy with the APBD to target critical provincial points such as Kebon Pedes.
"The synergy of the budget between the center through the state budget which is directly attended by President Prabowo and the regions through the regional budget is very crucial. We need to ensure that this Rp4 trillion fund is distributed effectively to finance permanent solutions, so that the interaction between the train and highway lines can be minimized," he explained.
The West Java DPRD, according to Iwan, is committed to supporting the allocation of accompanying funds in the 2026 APBD to support this acceleration.
In addition to major physical developments such as the underpass currently being planned in Cimahi and Indramayu, as well as the urgency in Kebon Pedes, he also encouraged the strengthening of the early warning system (Early Warning System).
Iwan also suggested a thorough evaluation and audit of unofficial crossings.
He emphasized the need for decisive but solutive steps for illegal crossings that have a high risk, in order to maintain public safety without neglecting the accessibility of residents.
"Safety is a collective responsibility. In addition to strengthening infrastructure from the government, we also appeal to the public to increase compliance when crossing railway lines. Discipline in the field is the main complement to the facilities we build," he added.
Iwan ensured that the legislature would carry out strict oversight functions so that every transportation safety project would run according to schedule. He hopes that this large budget commitment will really materialize into a real protection for all road users in West Java.
