JAKARTA - Deputy Chairman of the DPR Legislation Agency (Baleg) Ahmad Doli Kurnia Tandjung stated that the draft law (RUU) One Data Indonesia is a priority in the 2026 National Legislation Program (Prolegnas).
The Indonesian One Data Bill is prioritized to be completed immediately in order to integrate national data and realize efficient, accountable, and transparent digital-based government governance.
"The Indonesian One Data Law is important because in policymaking, we need data. If the data is not valid, not good, or different between ministries, it can affect the analysis in making policies. This is what we want to improve," said Doli, who serves on Commission II of the DPR, which deals with domestic governance, regional autonomy, land, and agrarian reform, to Eddy Wijaya in the EdShareOn podcast which aired on Wednesday, April 15, 2026.
Doli explained that the government did not have an integrated and systematic data system. So far, government agencies have their own data, without any system that orchestrates. As a result, said Doli, data at the central level ministries/institutions can also be different.
He gave an example of the data for determining different social assistance between the Ministry of Health and the Ministry of Social Affairs. No wonder, some time ago, there was a controversy about the inactive status of BPJS participants who received health insurance contributions (PBI JK) due to the government data collection process which was different between the Ministry of Social Affairs and the Ministry of Health.
In addition to the Indonesian One Data Bill, there are 26 other bills targeted by the DPR Legislation Agency to be completed this year. Among them, Doli said, were the Bill on Indigenous People, the Snooping Bill, the Domestic Workers Protection Bill, as well as the Bill on Kadin, textiles, and strategic commodities. In addition, Commission III of the DPR, which deals with legal affairs, is also preparing the Criminal Asset Seizure Bill (PATP) which is targeted to be completed before August.
For the PATP bill, Doli had proposed changing the terminology of asset confiscation to asset recovery. The idea came up because in the United Nations Convention Against Corruption, which Indonesia has ratified, the term used is "asset recovery" or asset recovery.
In addition, the word "confiscation" is considered by Doli to have a negative connotation, such as robbing or taking by force. "In fact, the state does not confiscate people's assets, but rather returns them. So this is more about diction," said the Deputy Chairman of the Golkar Party.
Apart from the issue of the bill, Doli assessed that the PATP bill was important to be immediately passed because it strengthened efforts to eradicate corruption. If it is later passed, corruptors will not only receive a fine, but also be required to return assets or state losses.
Not only that, this bill will also regulate the transparency of the flow of assets that are returned, from corruptors to the state. "Transparency after the seizure of assets has been lacking. The public does not know how much the seized goods are worth, whether they are auctioned, what the results are, and whether they have depreciated."
Doli explained that the PATP bill would not be limited to corruption cases. But also related to other fields, for example the acquisition of land that falls within the forest area or protected areas, by the Forest Area Enforcement Task Force (PKH). Although in fact this effort is already underway, but with the enactment of the PATP bill, the process of returning assets to the state is said by Doli to be faster and stronger legally.
Ahmad Doli Kurnia: In Some Situations, Land Banks Actually Create New Conflicts
With a land area of 1.91 million hectares, Indonesia has a number of challenges in land management. That is why, according to Member of Commission II of the DPR who is also Deputy Chairman of the Legislation Agency (Baleg) Ahmad Doli Kurnia Tandjung, there needs to be a program such as the Complete Systematic Land Registration (PTSL) to clarify the legal status of land ownership.
"If we don't want disputes and conflicts, then every inch of land in Indonesia must be clear who the owner is," he said when talking to Eddy Wijaya in the EdShareOn podcast which aired on Wednesday, April 15, 2026.
Doli said that land data management has been a problem. The causes are diverse, ranging from lack of public understanding of land administration, the process of managing it is not easy, manipulation of data by individuals, and the transition from manual systems to official certificates that are prone to problems. In many areas, there are often duplicate certificates and overlapping ownership claims.
"This kind of thing makes it difficult to develop. Especially in certain areas that are projected as international destination areas."
Likewise, what has recently become a hot topic, namely the issue of land reclamation by the state. For example, inherited land that is not used, and private plantation land that has been licensed but is not used.
In a certain period of time, such land can be taken over and controlled by the state. The homework, said Doli, is how the state through the Land Bank can make the right decisions in managing abandoned land.
This is still a homework for the government because in some cases, the Land Bank still has not utilized the abandoned land that has been taken over.
"This is the problem. The state has taken over on behalf of the public interest, but in reality it does not immediately benefit. In fact, in some situations, the existence of the Land Bank can actually cause new conflicts. Initially, the conflict occurred between the two parties, but then it could develop involving the Land Bank as an additional party in the conflict," said Doli.
Regarding the Right to Use which has expired, it often happens that the land has already been worked on by the community. In this condition, usually the company gives a Letter of Release of Rights (SPH) to the cultivator which can be submitted as a basis for applying for a Certificate of Ownership to BPN. "This means that the right has changed, and the SPH becomes the basic evidence," said Doli.
The question is, the process of obtaining SPH is often long, especially if it involves SOEs. It is not as fast as when a private company provides SPH. "If the SPH has been held by the community, in principle they can immediately take care of the certificate without a complicated process."
