JAKARTA - The DKI Jakarta Provincial Population and Civil Registration Office has extended the population administration service hours through the "Friday Afternoon" program which is held every second Friday at all service points. This program started on April 10, 2026, with operating hours until 19.30 WIB.
This policy is aimed at reaching residents with high mobility who have difficulty accessing services during working hours. Although digital services are available, a number of services still require physical presence, such as electronic KTP or e-KTP registration for beginners.
The Head of the DKI Jakarta Civil Registry Service, Denny Wahyu Haryanto, said there needed to be flexibility in time so that the service could still be accessed by this group.
"It is not easy for residents of Jakarta who are highly active to come to the service counter. Although digital services are available, not all types of services can be done online such as the initial KTP-el registration for residents aged 16-17 years. To accommodate this need, we add service hours every second Friday until 19.30 at all service counters," said Denny in his statement, Thursday, April 9.
Dukcapil data shows that the number of mandatory KTP-el registration for beginners in Jakarta in 2026 reached 182,412 people. However, the realization of recording to date is still below 10 percent. This means that more than 164 thousand residents have not recorded data.
The beginner age group is the majority who have not made a recording, followed by residents who are constrained by time to come to the service location.
"Until now, less than 10 percent has been achieved or there are still 164,443 people who have not registered, where most of them are young people and residents with limited service time. Through the Friday Afternoon program, the DKI Jakarta Civil Registry Office is trying to reach these groups," said Denny.
In its implementation, residents aged 16 years and above can already make KTP-el recordings in the village according to their domicile. The process includes recording facial photos, biometrics, eye retina, and signatures, by bringing documents such as family cards and birth certificates.
In addition to the recording of KTP-el, the Friday Afternoon service also includes the management of the Family Card, Child Identity Card, incoming transfer service, especially for new arrivals after the relocation, to civil registration such as birth and death certificates.
DKI Dukcapil also continues to run other additional services such as SAPA (Saturday Administrative Services) every third week, as well as pick-up services for balls to schools, residential areas, and offices.
"We continue to transform both in terms of regulations or technological innovations that are principled in providing adaptive, easy, fast, accurate and free services for the community," he explained.
