JAKARTA - The government has begun to finalize the master plan for the Post-Disaster Rehabilitation and Reconstruction Acceleration (PRRP) for the Aceh and Sumatra regions. The total budget needs prepared reached Rp. 100.2 trillion for the period 2026 to 2028.

Coordinating Minister for Human Development and Culture (Menko PMK) Pratikno said the document is still being reviewed by the Task Force for Acceleration of Rehabilitation and Reconstruction (Satgas PRR).

"The legal product of this master plan will later be submitted in the form of a Presidential Regulation (Perpres). Currently it is still in the finalization process, then it will be submitted by the Ministry of PPN/Bappenas to be determined as the basis for budgeting," said Pratikno in Jakarta, quoted Tuesday, April 7.

The government targets that the acceleration of post-disaster handling can be effective immediately, especially when entering the rehabilitation and reconstruction phase in April 2026. Previously, handling was in the emergency transition phase to recovery from January to March 2026.

In the master plan, recovery is focused on five main sectors, namely settlements, infrastructure, economy, social, and cross-sector. In total, there are 12,047 activities that will be carried out for three years.

Funding will come from the Additional Budget (ABT) in 2026, as well as through the Government Work Plan (RKP) and the State Budget for 2027 and 2028.

Head of the PRR Task Force Tito Karnavian ensured that the basic sector would be a priority in the first year of implementation, especially permanent housing (huntap) and major infrastructure.

The development of the huntap is planned to reach 35,823 units through the in-situ and self-relocation schemes with a value of around Rp. 2.15 trillion.

"We ask the local government to cooperate optimally. The central government is moving, the region must also move so that recovery can run faster and more effectively," said Tito.

BNPB Head, Lieutenant General TNI Suharyanto, emphasized that the handling pattern applied in Aceh and Sumatra will become a national reference in handling disasters, including in fulfilling the rights of affected communities.

"This handling is not only focused on Sumatra. The stages of rehabilitation and reconstruction apply to all regions of Indonesia when disasters occur. Moreover, in recent times, disaster incidents have also increased in various areas," explained Suharyanto.

As of April 6, 2026, the realization of the Ready-to-Use Fund (DSP) for damaged house stimulus assistance in the three affected areas has reached IDR 537.22 billion. The funds were used to repair damaged houses of medium and light severity with a total of 25,358 units in 41 regencies/cities.

The government also prepared the second phase of distribution of Rp104.85 billion which was submitted by North Aceh Regency and Central Tapanuli Regency.
