Merz also said US President Donald Trump had understood that the war in Iran was not a NATO war so Germany could not help.
"However, we have offered to coordinate, for example, military protection in the Strait of Hormuz with other parties if there is a ceasefire," he said.
According to Merz, Germany's involvement requires an international mandate as well as approval from the parliament (Bundestag) and the cabinet decision.
"We are still far from that, and as long as the war continues, it is not an option for us," he said.
