JAKARTA - The Landak Regency Government intervened to facilitate a meeting between the mineral company PT Fortune Borneo Resources (FBR) with residents of Kayu Ara Village, Pongok Village and Sumsum Village. The meeting was to find a fair middle ground between the two parties.
The Regent of Landak, Karolin Margret Natasa, emphasized his commitment as a facilitator who prioritizes the principle of justice. He hopes that this problem can be resolved through deliberation without neglecting the rights and obligations of each party.
"In principle, we are ready to facilitate this mediation. Of course, we will discuss this together because this is for the benefit of the community," said the Landak Regent.
He also emphasized the importance of maintaining the atmosphere so that the settlement process does not trigger social conflicts. According to him, regional stability is considered crucial to protect the interests of the community while maintaining the regional investment climate.
Karoline explained to the residents, about the fundamental difference between the business license of the plantation and mining sectors. This is considered important so that the community can understand the difference.
He explained, the Mining Business Permit (IUP) is different from plantations or Business Use Rights (HGU). "IUP is a business permit, not a permit for land ownership. We need to be clear about that," he said.
Karolin also said that there was currently no production activity carried out by PT FBR. The company is only in the research or exploration stage.
The same thing was said, the Chairman of the Dayak Custom Council (DAD) of Mandor District, Agus Guletek. He apologized to PT FBR for the misunderstanding that occurred during the demonstration on March 4, 2026. "I apologize on behalf of the community," he said.
Agus also hopes that companies that will invest can open employment opportunities and provide welfare for the community.
Saragih, a resident, also hopes that the mediation will produce the best solution. He emphasized that he would continue to monitor this process to ensure that the rights of small communities are protected.
"In this case, we also witnessed the response from related agencies as to what the future will be like. We, the people here, will monitor the results," he said.
Meanwhile, the Legal Representative of PT Fortune Borneo Resources, Mastoto, appreciated the proactive steps of the Landak Regency Government which was willing to intervene. He assessed that the mediation was an important momentum for the company to understand in depth the problems that exist in the field.
Mastoto also said that he would strengthen cooperation with local residents to build the economy in the Mandor District area. In addition, his party will involve the Mandor District Government, as a communication bridge in every work plan.
"We will open the door to cooperation with local communities, including in terms of labor recruitment and the development of company infrastructure that has been happening as well," he said.
He also explained that the meeting was a source of input in understanding the existing problems. Mastoto said that one of the crucial points in the meeting was clarification regarding the understanding of business permits.
According to him, there has been a misunderstanding of the meaning, related to the IUP of PT FBR and the business permit for plantations (HGU) of one of the palm oil plantation companies. Therefore, mediation is very important to create a constructive meeting point for all parties.
"There is a misunderstanding in interpreting IUP and HGU. However, after the Rattle Regent explained it clearly, the public finally understood," he said.
The company also expressed its respect for local customary law. His party is willing to follow the customary procession that takes place while waiting for a final agreement.
As a form of social concern, the company will hold an annual program 'FBR Berbagi'. His party will prepare a package of basic necessities to be distributed to local residents.
"The company will prepare a basic food package. This social action is a tangible form of the company to ease the burden of the community," he added.
Previously, on March 4, 2026, a demonstration took place at PT FBR. In the incident, two units of the company's operational vehicles, office buildings, and employee residences were damaged.
