JAKARTA - The National Food Agency (Bapanas) together with Perum Bulog are committed to accelerating the realization of the distribution of rice and cooking oil food assistance in 2026 to maintain stability and people's purchasing power.
Deputy for Food Availability and Stabilization of Bapanas I Gusti Ketut Astawa explained that the pro-people program had become a directive from President Prabowo Subianto so that it must be implemented immediately. His party together with Bulog has ensured that it has made various acceleration efforts.
"Food assistance is not delayed. This has become a directive from the President, of course it must be implemented and as soon as possible. However, the preparations must be mature because the distribution is a lot," said Ketut when confirmed in Jakarta, Saturday, February 28 as reported by Antara.
As a step to accelerate, as of February 26, Ketut admitted that his party had submitted a notification letter to the President Director of Perum Bulog Ahmad Rizal Ramdhani that the budget related to the distribution of food assistance was available on the Implementation of Budget (DIPA) List of Bapanas.
Therefore, he asked Perum Bulog to immediately prepare a distribution plan for all regions.
"First complete the goods with the method prepared by Bulog friends (just distributed)," said Ketut.
Furthermore, Bapanas continues to encourage Bulog to collect stocks of Minyakita sourced from Domestic Margin Obligation (DMO). The people's cooking oil needs for the Minyakita food assistance program in 2026 are 132,980,436 liters, so that the readiness of stocks before distribution is important.
"Of course this food assistance is being processed and the assignment is underway. We are collecting allocations of cooking oil for Minyakita. Well, when we get Minyakita, of course Bulog will immediately distribute it and it must be done immediately," said Ketut.
Furthermore, Ketut said the allocation of Minyakita supplies for the food assistance program had also been determined by the Head of Bapanas Andi Amran Sulaiman as of February 24.
In a letter addressed to 73 palm oil producers, the determination of the allocation of each producer was conveyed and asked to immediately coordinate intensively with Bulog in fulfilling the DMO target.
Regarding the DMO of Minyakita to food SOEs, it has been regulated in the Regulation of the Minister of Trade Number 43 of 2025. This policy has required manufacturers to distribute Minyakita at least 35 percent of the DMO realization to Perum Bulog and / or food SOEs as Line 1 Distributors (D1).
Producers can distribute the Minyakita supply to Bulog and be purchased at the D1 level price which has been regulated in the Minister of Trade Decree Number 1028 of 2024.
It is known that the rice and cooking oil food assistance program requires a total budget that has been prepared by the government of Rp. 11.92 trillion which is allocated for 33.2 million food assistance recipients throughout Indonesia.
The five provinces with the largest number of recipients include West Java with 6,093,530 recipients. Then East Java with 5,638,478 recipients and Central Java with 5,071,126 recipients. Followed by North Sumatra with 1,756,846 recipients and Banten with 1,298,597 recipients.
Meanwhile, the amount of rice distributed is 10 kilograms per recipient and 2 liters of cooking oil per recipient for a one-month allocation.
With that, in terms of quantity for the simultaneous distribution of 2 months, Bulog will issue a stock of rice of 664.8 thousand tons and cooking oil of 132.9 thousand kiloliters.
Previously, Perum Bulog President Director Ahmad Rizal Ramdhani ensured that the distribution of rice and cooking oil assistance would be immediately accelerated to help ease the economic burden of recipients during Ramadan 1447 Hijriah in various regions.
"God willing, next week it will start (distribution of) Banpang (food assistance)," said Rizal when confirmed in Jakarta, Saturday (21/2).
