Commission III of the DPR gives 8 points to accelerate the reform of the National Police: It is binding and followed up

JAKARTA - Commission III of the DPR gave eight points of recommendations for accelerating reform for the Indonesian National Police (Polri) in a working meeting with the National Police Chief General Listyo Sigit Prabowo. Starting from the National Police under the President of the Republic of Indonesia, to the formation of the National Police Bill.

Chairman of Commission III of the House of Representatives, Habiburokhman, emphasized that the 8 points of the reform of the National Police are binding and will be followed up by Commission III of the House of Representatives.

"We need to emphasize that the DPR's recommendation is binding, yes," said the Chairman of Commission III of the DPR, Habiburokhman, at the Parliament Complex, Senayan, Jakarta, Monday, January 26.

"And of course we will follow up on the 8 points of reform," he added.

The 8 points of acceleration of the reform of the National Police, including the Commission III of the DPR RI emphasized that the position of the National Police is under the President directly and not in the form of a ministry, which is led by the Head of the National Police of the Republic of Indonesia (Kapolri) who is appointed and dismissed by the President with the consent of the People's Representative Council of the Republic of Indonesia as stipulated in Article 7 of the TAP MPR Number Vll/MPR/2000 and applicable laws and regulations.

Second, the Commission III of the DPR RI supports the maximization of the work of the Kompolnas to assist the President in determining the direction of the Indonesian National Police policy and provide consideration to the President in the appointment and dismissal of the National Police Chief as stipulated in Article 8 of the TAP MPR Number Vll/MPR/2000.

Third, the Commission III of the House of Representatives of the Republic of Indonesia emphasized that the assignment of members of the National Police of the Republic of Indonesia (Polri) to occupy positions outside the organizational structure of the National Police could be carried out based on Police Regulation Number 10 of 2025 because it was in accordance with Article 30 paragraph (4) IJUD 1945 and the material would be included in the Amendment to the Police Law.

Fourth, the DPR RI Commission will maximize supervision of the National Police based on Article 20A I-JUD 1945 and ask that internal supervision of the National Police be strengthened by continuing to improve the Bureau of Investigation, Inspectorate and Proparn.

Five, the DPR RI Commission emphasized that the planning and preparation of the Polri budget, which is currently being implemented with the principle of grassroots-based (bottom up), namely starting from the proposed needs of each unit of the Polri ranks which are adjusted to the budget ceiling from the Ministry of Finance ranging from the indicative ceiling, budget ceiling and budget allocation to become the Polri DIPA by implementing the budget preparation mechanism regulated in PMK No. 62 of 2023 and PMK No. 107 of 2024 is very appropriate with the spirit of Polri Reform and must be maintained.

Six, the Commission III of the DPR RI requested that in carrying out the reform of the National Police, emphasis should be placed on cultural reform, starting with the maximum improvement of the police education curriculum by adding values of respect for human rights and democracy.

Seven, the Commission III of the DPR RI requested the maximum use of technology in the implementation of the duties of the National Police such as the use of body cameras, car cameras during the implementation of duties, and the use of artificial intelligence technology in the implementation of examinations.

Eight, the Commission III of the DPR RI emphasized that the formation of the Polri Bill will be carried out by the DPR RI and the Government based on the 1945 Constitution, Law Number 13 of 2022 concerning the Formation of Legislative Regulations, Law No. 13 of 2019 concerning the MPR, DPR, DPD and DPRD, as well as related laws and regulations.
