The government targets the draft government regulation (RPP) on the arrangement of positions that can be filled by active members of the National Police of the Republic of Indonesia (Polri) to be completed and published by the end of January 2026. The RPP is prepared as a temporary arrangement in the midst of the ongoing revision of related laws.
Coordinating Minister for Legal, Human Rights, Immigration, and Corrections, Yusril Ihza Mahendra, said the preparation of the RPP would continue despite the dynamics and differences of opinion in parliament.
According to him, the existence of the RPP is needed to provide legal certainty during the revision of the Law on the National Police and the Law on the State Civil Apparatus (ASN) has not been completed.

Yusril also responded to the statement of one of the members of the House of Representatives (DPR) who asked the government to stop preparing the RPP. He assessed that the statement was personal and did not reflect the official attitude of the DPR institution.

Furthermore, Yusril explained that the revision of the Police Law had been included in the National Legislation Program (Prolegnas) 2026. However, until now the revision of the ASN Law has not been on the agenda for discussion, even though the law explicitly opens up space for filling certain positions by TNI and Polri elements.
He emphasized that if only the Polri Law was revised without being followed by changes to the ASN Law, then legally the opportunity for active members of the National Police to be placed in positions outside the police structure would still be open.

Currently, the preparation of the RPP is being carried out by the Ministry of State Apparatus and Bureaucratic Reform and the Ministry of State Secretariat, under the coordination and supervision of the Ministry of Law and Human Rights.
