JAKARTA - Ukrainian President Volodymyr Zelensky on Wednesday presented a 20-point peace plan to end the conflict with Russia that includes EU membership, and security guarantees such as NATO Article 5.
Speaking at a news conference in Kyiv, President Zelensky said Ukraine was seeking to end the war through security guarantees, economic recovery and territorial arrangements.
After the event, Ukraine's state news agency Ukrinform published all 20 points mentioned by President Zelensky.
The main points of the proposal include reaffirming Kyiv's sovereignty and non-aggression between Russia and Ukraine, supported by a non-militarized monitoring mechanism.
"The document is a full and unconditional non-aggression agreement between Russia and Ukraine. To maintain long-term peace, a monitoring mechanism will be established to monitor the contact line using space-based unmanned monitoring, early warning systems for violations, and conflict resolution mechanisms," the report said, according to Anadolu (24/12).
Meanwhile, Ukraine will maintain a military of 800,000 personnel and receive security guarantees such as Article 5 NATO from the US, the EU, and allied countries, with Russia committing to make non-aggression laws against Europe.
The plan also envisions Ukraine's membership in the European Union and free trade access to the US, along with a recovery fund of 800 billion US dollars.
"Several funds will be established to address economic recovery, reconstruction of damaged areas, and humanitarian needs. The goal is to raise 800 billion US dollars through equity, grants, debt instruments, and private sector contributions," said the agency.
Meanwhile, the territorial arrangement is still uncertain, with options including recognizing the current front line or forming a demilitarised economic zone in Donbas, which is subject to a Ukrainian referendum.
"Ukraine is against the withdrawal of its armed forces; however, if this option is implemented, it will require a reciprocal withdrawal from both sides, including Russian troops. The adoption of this option will be subject to approval through a national referendum in Ukraine," according to the plan.
The final decision on the territorial issue can be made at the level of national leaders, and after the future territorial arrangement is agreed upon, both Russia and Ukraine will commit to not change it by force.
Meanwhile, the Zaporizhzhia Nuclear Power Plant (NPP) will be operated jointly by Ukraine, the US and Russia.
Ukraine will remain non-nuclear, and post-deal elections will be held soon, which will be overseen by a US-led Peace Council; the military emergency will not be lifted during the election period.
Based on the plan, Russia is required not to hinder Ukraine's use of the Dnipro River and the Black Sea for commercial purposes.
"A separate maritime agreement and access will be agreed upon, which includes freedom of navigation and transportation. As part of this agreement, the Kinburn Peninsula will be demilitarised," the proposal reads.
A humanitarian committee will be formed to deal with unresolved issues, including the repatriation of prisoners of war and civilians. After all parties agree to the document, a full ceasefire will come into effect immediately.
Commenting on the plan, President Zelensky said Ukraine failed to reach a consensus with the US on the issue of territory and the operation of the Zaporizhzhia nuclear power plant.
According to him, Kyiv expects a response from Russia on Wednesday.
