Government Regulation Deemed in Line with the Police Reform Agenda

JAKARTA - The Indonesia Cerah Movement (GIC) considers the issuance of a Government Regulation (PP) by the government to be the right step to provide legal certainty while ending the polemics regarding Police Regulation (Perpol) Number 10 of 2025.

GIC Coordinator, Febry Wahyuni Sabran, said the PP was present in a context that was in accordance with the developing dynamics and responded to the urgent need for legal certainty in the implementation of police policies.

"The issuance of this PP is appropriate in context with the developing situation. The impact is very significant because it provides the legal certainty that has been needed," said Febry in his statement, Tuesday, December 23.

According to Febry, the issuance of the PP also indirectly ended the debate triggered by a number of figures in the National Police Reform Committee. With the PP, Perpol 10/2025 is ensured to be legally unproblematic and to receive strong protection in its implementation.

He assessed that the PP has a higher legal hierarchy position than Perpol, thus strengthening the legitimacy and binding force of the substance regulated therein. The PP also serves as a protection instrument that secures Perpol 10/2025 from potential lawsuits or legal issues in the future.

"This PP is a protection fortress. With a higher hierarchy, Perpol 10/2025 has a more solid legal basis and is not easily questioned," he said.

Substantially, Febry assessed that the PP emphasized the orientation and objectives of the reform and professionalization of the National Police as designed in Perpol 10/2025. He said that the issuance of the PP has a strategic dimension, both in terms of the legal regulations and in terms of public policy.

Furthermore, Febry emphasized that the PP also closed the debate on the constitutionality of Perpol 10/2025. With the regulation issued directly by the government, the allegation that Perpol is contrary to the Constitutional Court's decision is irrelevant.

"This PP provides higher legal legitimacy, so that the debate about the constitutionality of Perpol 10/2025 has effectively been completed," he said.

He also saw this step as a reflection of good synergy between the government and the leadership of the National Police. According to him, the alignment of the vision between President Prabowo Subianto and National Police Chief General Listyo Sigit Prabowo is an important factor in encouraging sustainable police reform.

"This shows the coordination and common vision between the government and the National Police in building a professional and modern police institution," said Febry.

In the future, GIC hopes that the issuance of the PP can become a positive precedent in the management of public policies, especially strategic policies that require strong political support and legal certainty.

Febry emphasized that the next challenge is to ensure that the implementation of regulations runs effectively and really has an impact on improving the quality of police services to the community.
