Criminal Threats No More Than 5 Years, Stolen Motorcycle Collectors In Bogor Are Free Through Restorative Justice

The Bogor District Attorney's Office (Kejari) has stopped prosecuting a motorcycle detention case involving the suspect Saepul Rohman (SR) through a restorative justice mechanism after the fulfillment of formal requirements and peace between suspects and victims.

Head of the Bogor District Attorney's Office, Denny Achmad, explained that the decision was made after the expos and mediation process which brought together the suspect and the victim along with community leaders and local regional officials.

"All elements of restorative justice are fulfilled, including recovery of losses and unconditional sincere peace," said Denny in Cibinong, Friday, quoted by Antara.

He explained that the suspect SR bought a Honda Beat motorbike for Rp. 2.4 million from someone who has now been assigned to the wanted list (DPO).

The price of the motorbike is far below the market and the absence of vehicle documents makes it fulfill the element of detention. The motorbike was later discovered to belong to Ahmad Valdy Jawzar who disappeared on July 12, 2025.

Denny emphasized that the Bogor Kejari carried out restorative justice selectively and carefully. "We ensure that decisions are beneficial for the community, maintain a sense of justice for victims, as well as provide opportunities for suspects to improve themselves," he said.

Head of the General Crimes Section of the Bogor District Attorney's Office, Agung Ary Kesuma, said the suspect admitted that he bought the motorbike for business purposes selling mobile village chickens.

Agung added that the suspect's economic condition was an important consideration because the suspect was the backbone of the family, while his wife was five months pregnant.

The victim saw firsthand the condition of the house, SKTM, and his pregnant wife. After hearing the explanation of the RT, RW, and religious leaders, the victim felt compassion and forgiveness," he said.

According to him, the formal restorative justice requirement has also been met. The criminal threat is also no more than five years and the loss value is no more than IDR 5 million. The loss of IDR 2.5 million has been recovered to the victim.

"With full peace and recovery, we can stop the case in accordance with Prosecutor's Regulation Number 15 of 2020 concerning Termination of Prosecution Based on Restorative Justice," said Agung.

In the mediation process, he said, the victim listened to information about the suspect's personality, including his habit of attending recitations. The meeting took place accompanied by the head of the RT, the head of the RW, and local religious leaders.

After peace was reached, the Bogor Kejari imposed a coaching sanction for the suspect. For three months, the suspect is required to attend the recitation every Thursday night and clean the mosque every Friday before Friday prayers. Guidance will be monitored directly by local religious leaders.
