Pramono Reveals Reasons For The DKI Regional Secretary's Selection Process Not Announced To The Public

JAKARTA - DKI Jakarta Governor Pramono Anung officially inaugurated Uus Kuswanto as Regional Secretary (Sekda) of DKI Jakarta today. Prior to the inauguration, Pramono admitted that he deliberately did not announce the process of selecting positions from the start to the public.

Meanwhile, in the previous period, the DKI Provincial Government announced various open selection stages for the position of the DKI Regional Secretary, starting from the administrative stage, competency test, and managerial test for candidates for the DKI Regional Secretary and who are the candidates who pass at each stage.

However, the process of selecting the DKI Regional Secretary is currently being carried out quietly by Pramono until the public finally finds out who the person appointed as the DKI Regional Secretary was on the inauguration day. Pramono also explained the reason.

"Actually, the process is running. So initially 10 people became 3 people. But in this case, I want the process not to be too excited, the most important thing is to choose the best person," said Pramono at DKI Jakarta City Hall, Monday, December 1.

Even so, Pramono claims all stages have been carried out according to the provisions. In the process, Pramono used two ways to select his candidates, namely open selection and talent management.

"The process is carried out in full, there is talent management that we take advantage of, because I am 10 years as Cabinet Secretary, so I know how this regulation is implemented. So we combine it through open selection and talent management," explained Pramono.

Furthermore, Pramono emphasized that the appointment of Uus as the Regional Secretary was not without strong reason. According to Pramono, Uus has a fairly broad track record and bureaucratic experience. This is the main consideration for the appointment of Uus to occupy the number one civil servant position within the DKI Provincial Government.

Pramono also claimed that there were no political lobbying behind the Uus election process to become the DKI Regional Secretary from the selection and management of the talent that was passed.

"There is absolutely no lobby that can affect my decision. So when I decided to nominate Pak Uus, of course it was part of my responsibility. So, I just met Pak Uus earlier (before the inauguration). That's part of the professionalism that I uphold high," explained Pramono.

For information, Pramono officially inaugurated Uus Kuswanto as Regional Secretary (Sekda) of DKI Jakarta based on Presidential Decree Number 184/TPA of 2025. Uus now replaces Marullah Matali, who has entered retirement at the age of 60 years as of 27 November.

Uus is a career bureaucrat who has been in the DKI Jakarta Provincial Government from the start. This graduate of the 1995 State Administration Institute (IPDN) started his position as Village Head of Rawa Village, Johar Baru District, Central Jakarta from 2005 to 2007.

Uus' position increased as the year progressed from the kelurahan, sub-district, service tribe, to being the Mayor of West Jakarta in 2020-2021. Then, Uus served as Assistant for People's Welfare (Kesra) of the DKI Jakarta Regional Secretariat in 2021-2023.

Uus also had time to serve as Acting (Pj) Regional Secretary of DKI Jakarta Province on December 3, 2022-15 February 2023, until the Mayor of West Jakarta Administration returned from March 21, 2023 until he was sworn in as Secretary of DKI as of December 1, 2025.
