Ministry Of Transportation PHAT Moratorium To Prevent Illegal Wood Circulation

JAKARTA - The Ministry of Forestry (Kemenhut) conducts a moratorium on services for Land Rights Holders (PHAT) in the prevention section of using the scheme to carry out illegal timber circulation resulting from illegal logging.

"So, by also studying the modus operandi of wood laundering crimes, by abusing the management of forest products in the PHAT, of course, we have reported this to the Deputy Minister of Transportation and also we will carry out a possible moratorium of PHAT until it is carried out with a thorough evaluation," said the Director General of Law Enforcement (Gakkum) of the Ministry of Law and Forestry Dwi Januanto Nugroho at a press conference reported by ANTARA, Friday, November 28.

As a mitigation measure, the Forest Product Entrepreneurship Information System (SIPuHH) service for wood administration at the PHAT and the Utilization of Kayu for Non-Forestry Activities (PKKNK) was temporarily suspended by the system's data guardian at the Directorate General of Forest Management Lestari (PHL) of the Ministry of Forestry until a thorough evaluation was carried out.

The move came after the Directorate General of Gakkum Kemenhut succeeded in uncovering a number of illegal timber laundering cases through PHAT, including in locations that are currently experiencing floods and landslides in Aceh, North Sumatra, and West Sumatra.

He explained that throughout 2025 the Directorate General of Gakkum Kemenhut revealed the illegal timber laundering mode through the misuse of wood administration in PHAT in operations held in various regions, such as Central Aceh, Solok, Mentawai, Riau Islands, to South Tapanuli.

"So for the time being, we will stop it until there is a thorough evaluation. Later we will also involve NGOs, what are the weaknesses in the points that exist in the system we are building. Nationally because this involves organized crimes," said Dwi.
