Nusron: Land Function Expert In Bali Is One Of The Hazardous, Rice Fields Should Not Be Tackled

DENPASAR - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid spoke about the rise of functional experts on the island of Bali.

Minister Nusron emphasized that his party would conduct a moratorium on land conversion in Indonesian territory, especially in Bali.

"In addition to the land function, we are now moratorium. Land function is no longer allowed to be replaced. Moreover, LP2B, sustainable food farming areas absolutely cannot be replaced by functions," said Nusron, Tuesday, November 25.

Nusron said land function experts in Bali were dangerous. The reason is that in Presidential Regulation (Perpres) Number 12 of 2025 concerning the 2025-2029 National Medium-Term Development Plan (RPJMN), the LP2B target must reach 87 percent.

"This Bali (land function expert) is one of the dangerous ones. Why? Because Presidential Decree number 12, 2025 said that the LP2B target must be 87 percent of the total LBS (Land of Rawa Sawah). What is LP2B, it's forever rice fields, rice fields that cannot be tampered with for life, (still) it becomes a rice field," he explained.

Then, for the island of Bali based on the Regional Spatial Planning (RTRW) of districts in Bali on aggregate, LP2B has only reached 62 percent of the total LBS.

"So it's still far away. Tomorrow I want to meet with the governor and regent throughout Bali, I will emphasize that those whose rice fields have been changed to RTRWs are not rice fields, must be returned to rice fields. It is mandatory," he said.

Previously, the Bali Provincial Government (Pemprov) was drafting a Regional Regulation (Raperda) to control the transfer of massive land functions on the Island of the Gods.

Head of the Bali Province Agriculture and Food Security Service (Kadisat), I Wayan Sunada, said that the conversion of land functions in Bali from data for the last 5 years has averaged 1,254 hectares per year. Then, for data on the area of rice fields on the island of Bali, it currently reaches 68,078 hectares.

"We try to imagine. The year our land is reduced, there will be a function transfer," he said.
