JAKARTA - Jakarta Governor Pramono Anung has changed the name of Tanah Merah Village in North Jakarta to Tanah Harapan. Pramono made this name change as a symbol of the Jakarta Provincial Government's presence in improving the development of the village area.
However, the hopes of Tanah Merah residents don't stop there. They are re-voicing their long-standing demands to Pramono regarding legal certainty of housing and access to adequate infrastructure. This demand was conveyed by the Head of Neighborhood Association (RW) 02, Pegangsaan Barat Village, Supriyatna Ali.
"I still remember, Mr. Governor, during my campaign, shaking hands with you. At that time, you promised that if you won, you would come to Tanah Merah Village. Now it's Kampung Harapan, Mr. Governor. The Governor has fulfilled his promises," said Supriyatna after the name change of Tanah Merah to Tanah Harapan on Tuesday, November 18.
Supriyatna read out the points of the demands formulated by all neighborhood associations (RW) in Tanah Merah. One of them concerns the extension of the area's building permit (IMB), which has now been renamed to building approval (PBG).
"The extension of the area's Building Permit (IMB), or what is currently called the PBG residential building construction approval," he said.
Tanah Merah is known as an area with a long history of legal issues, including unresolved land disputes and zoning status issues. In 2021, the Jakarta Provincial Government issued a Building Permit (IMB) as a transitional solution to provide residents with temporary certainty regarding their housing.
However, the validity period of the IMB, issued by former Jakarta Governor Anies Baswedan, expires in 2024. Now, residents are demanding further certainty to avoid facing the threat of eviction or development restrictions again.
In addition to building legality, Supriyatna admitted that residents desperately need access to a through road, which is currently only at the foundation construction stage. "This is what we need most, and it's currently being implemented, Sir, namely the through road. I hope the work will be completed soon, Sir," said Supriyatna.
Supriyatna admitted that currently, residents have to detour through two sub-districts and two districts to reach public facilities because there is no convenient road access.
"When the road is opened, we can reach the police station, military command (Koramil), and other workplaces in the shortest possible time, because the majority of workers in Kelapa Gading are our residents here," he said.
Furthermore, residents are requesting assistance from the provincial government to issue Land and Building Tax Notices (SPPT) in their village, as part of efforts to normalize the area's status.
Furthermore, residents are also demanding that the government implement the results of the academic paper on agrarian reform in Kampung Harapan.
"We request the implementation of the results of the academic paper on agrarian reform in Tanah Harapan Village as recommendations and options for the proposed distribution of land subject to agrarian reform, or TORA," said Supriyatna.
According to data collection, Tanah Harapan encompasses six neighborhood units (RW) spread across three urban villages and two sub-districts: RW 08, 09, 10, and 11 in Rawa Badak Selatan Village, Koja District; RW 07 in Tugu Selatan Village, Koja District; and RW 22 in Kelapa Gading Barat Village, Kelapa Gading District.
Following the renaming of the area, Pramono promised to improve infrastructure in Tanah Harapan, including the construction of roads, drainage channels, gates, vertical gardens, water supply networks, lighting, and the installation of sheet piles. Some of these areas have not yet been touched by physical development.
"There are three neighborhood units (RW) that have never been touched by development, and for that reason, we will prioritize 2026 to repair water channels, improve roads, provide gate signs, and so on," explained Pramono at the inauguration of the name change for Tanah Harapan.
This name change also coincides with the opening of access to social services. Government assistance that previously could not be fully distributed can now be provided without administrative obstacles.
"So matters related to social assistance provided by the DKI Jakarta Government can now be fully administered here, including the KJP (Community Service Card), KJMU (Community Service Card), diploma amnesty, legal aid posts, the establishment of the Merah Putih Cooperative, and so on," Pramono explained.
"Therefore, there is no need for any changes or new administrative requirements. Everything is the same," he continued.
