Raperda Discussion Piles Up At The End Of The Year, Pramono: Now We Set It Every Tuesday

JAKARTA - DKI Jakarta Governor Pramono Anung has opened his voice about the slow process of discussing the draft regional regulations (Raperda) which is targeted to be ratified this year. Since the beginning of the year until now, the DKI DPRD and the DKI Provincial Government have only ratified two regional regulations (perda).

In fact, it is targeted that there will be 13 regional regulations that will be ratified by the end of this year. The number of this regional regulation has also been reduced from the 30 regional regulations that were previously agreed upon in the regional regulation formation program (propemperda) in early 2025.

Therefore, Pramono admitted that he would instruct the ranks of the DKI Provincial Government to focus on discussing the preparation of the Raperda with the DKI DPRD one day each week.

"In the past, it was not a schedule. Now we arrange it well and every Tuesday we use it as a day for discussion of regional regulations," said Pramono at DKI Jakarta City Hall, Tuesday, November 18.

If the schedule for the Raperda discussion every Tuesday has been running, Pramono also allows the leaders of regional apparatus organizations (OPD) to participate in formulating certain regional regulations not to attend weekly meetings chaired by the Governor-Deputy Governor of DKI.

"If there is a discussion on Tuesday, I will allow OPD for what, not present at the meeting if there is a meeting at City Hall," explained Pramono.

"Earlier, we held a coordination meeting with the Bapemperda (Badan Pembentukan Peraturan Daerah DPRD DKI Jakarta), as well as with the chairmen of the special committee. Hopefully, the target, 10 to 12 (perda ratification) can be fulfilled," he continued.

Meanwhile, Deputy Chairperson of the Regional Regulation Formation Agency (Bapemperda) of the DKI Jakarta DPRD, Jhonny Simanjuntak, also admitted that there are still dozens of draft regional regulations (Raperda) that have not been ratified as regional regulations this year.

Jhonny admitted that the slow constraint on the discussion of the Raperda was because members of the DKI DPRD were often not disciplined in scheduling draft discussions. Finally, the preparation of the Raperda is often timed.

Not only that, Jhonny revealed that the DKI Provincial Government is also often late in submitting academic papers which are the basis for the preparation of articles in the Raperda.

"One of the problems is the process from two sides, both from the DPRD and the executive. From the executive side, they are often late in submitting proposals, including academic papers. Meanwhile, from the DPRD, our weakness is that we lack time discipline and are not consistent with scheduling," said Jhonny at the DKI Jakarta DPRD building, Monday, November 17.

Therefore, Jhonny admitted that his party had started to conduct work evaluations, especially in the discussion of the regional regulations that had previously been included in the target for ratification this year.

"We also have to dare to do auto-criticism. Often we are not disciplined with schedules, so that discussions can drag on," said Jhonny.

Currently, the DKI Jakarta DPRD targets 13 regional regulations to be ratified as regional regulations in 2025. Of the 13 regional regulations targeted for completion this year, 2 regional regulations have been ratified as regional regulations, namely the Regional Regulation on Changes in the Regional Revenue and Expenditure Budget for Fiscal Year 2025, and the Regional Regulation on the Regional Medium-Term Development Plan (RPJMD) for 2025-2029.
