BOGOR Bogor Regent Rudy Susmanto has prepared a number of strategies to deal with the potential for cutting the Central Transfer Fund and changes to national fiscal policies which are estimated to have an impact on regional finances in 2026.
The anticipatory steps were discussed in a coordination meeting on institutional structuring and the initial discussion of the 2026 Regional Revenue and Expenditure Budget Draft (RAPBD) in the Soekarno Hatta Room, Bogor Regent Hall, Thursday, October 16.
Rudy emphasized that next year's fiscal challenge requires local governments to make institutional arrangements efficiently, adaptively, and in line with the direction of regional development.
"This institutional arrangement is not just organizational restructuring, but an effort to strengthen the function and performance of the bureaucracy so that it is more responsive to the needs of the community and supports the vision of Bogor Regency," said Rudy.
He explained that fiscal conditions in 2026 will be a tough test for the regions because several income posts are projected to decline. Some of them are the reduction of the Central Transfer Fund by 24.9 percent, the reduction in BPJS contribution from the West Java Provincial Government, the elimination of the Special Allocation Fund (DAK) in 2026, and the obligation to pay government employee salaries with a work agreement (P3K) for teachers that are no longer borne from BOS funds, but from district/city APBDs.
"This is a serious condition that we need to address together with careful efficiency and planning measures," said Rudy.
He asked all regional apparatuses to strengthen coordination and ensure priority programs continue without sacrificing public services.
"We must strengthen the data and ensure that every budget policy is in favor of the interests of the community," he said.
