Deputy Governor of East Java Emil Dardak said the Surabaya Regional Rail Link (SRRL) construction project or the Surabaya electric rail train (KRL) will soon enter the technical planning stage.

"We have identified the first implementation segment, detailed engineering design will be our focus for about the next year," Emil said after attending The 54th Earnoph Regional Conference event in Jakarta, Monday, October 6.

Emil explained that SRRL is designed to increase the capacity of the main train network in the Gresik, Bangkalan, Mojokerto, Surabaya, Sidoarjo, and Lamongan areas. With the construction of double lanes and electrification, the transportation capacity is projected to increase by three times.

Emil explained that every station that SRRL passes is expected to be developed as a transit oriented development (TOD) area, namely the concept of urban development that is integrated with the public transportation system.

The Directorate General of Railways of the Ministry of Transportation previously reported that the physical construction of the SRRL project would begin in 2029.

Director of Traffic and Rail Transportation, Arif Anwar, said that the first phase would include the construction of a 27-kilometer double line from Surabaya Gubeng Station to Sidoarjo Station.

"The first phase that has received funding will start from Gubeng Station to Sidoarjo," said Arif in Jakarta, Monday (15/9).

This project has been agreed upon with funding of US$250 million or around Rp. 4.1 trillion through loans from the German Development Bank (KfW) for the first phase.

The first phase of development includes increased facilities at a number of stations, including Surabaya Gubeng, Wonokromo, Waru, Gedangan, and Sidoarjo, as well as the construction of Depo Sidotopo as an operational and train maintenance center.

The SRRL project is part of the 2025'2029 national development priority program. When operating, this system is expected to be able to serve more than 200 thousand passengers every day.
