The attack on the Djugu area came in the morning when refugees from the Rhoo site were heading to their gardens in surrounding villages, according to the report.
The UN radio, citing eyewitnesses, said the victims were mostly farmers and linked the attack to the Cooperative militia group for Congo Development (CODECO).
