YOGYAKARTA - The revised point of the BUMN Law is in the spotlight because it brings a number of important changes in the management of state-owned companies.

This revision aims to strengthen governance, increase efficiency, and have a direct impact on the national economy.

The revision of the BUMN Law has attracted public attention because it has brought major changes in the management of state-owned companies. Reporting from Antanews, as many as 84 articles have changed, making it the most significant revision since the BUMN regulation was first implemented more than two decades ago.

One of the most important points of revision of the BUMN Law is the prohibition of concurrent positions for the Minister and Deputy Minister in the BUMN environment. They are no longer allowed to occupy the position of directors, commissioners, or the supervisory board.

This provision follows the Constitutional Court's Decision Number 128/PUU-XXIII/2025 which emphasizes the separation of the role of the executive and management of SOEs.

The revision also emphasized that the directors and commissioners of SOEs are now state administrators. That way, every official in BUMN must comply with the principles of integrity and public accountability, just like other government officials.

In terms of equality, new regulations provide greater space for women. Additional articles ensure equal opportunities for women to occupy the position of directors, commissioners, and managerial positions in SOEs.

Another change that is no less important is the arrangement of dividend shares in series A dwiwarna. Thus, dividends will be managed by the BUMN Regulation Agency (BP BUMN) with the approval of the President, as an effort to reinforce the government's authority in directing BUMN strategic policies.

In terms of transparency, the revision of the law gives the Supreme Audit Agency (BPK) full authority to examine BUMN financial reports. This step is expected to be able to increase accountability in the management of state assets.

Not only that, the revision also included new rules regarding taxation on operational holding transactions, investment holdings, and third parties. The government is given the mandate to regulate the technical taxation through government regulations.

Institutional aspects were also touched. The authority of the Ministry of SOEs will gradually be transferred to BP BUMN through a transition mechanism so as not to interfere with the operations of state companies.

Previously, Commission VI of the DPR RI together with the government approved the Fourth Amendment Bill on the BUMN Law which revised 84 articles, including the prohibition of concurrent positions, strengthening transparency, and gender equality.

All factions in Commission VI support, and the government affirms that this revision is in accordance with the decisions of the Constitutional Court and the needs of modern governance.

This step is expected to make SOEs more professional, transparent, and able to provide optimal benefits for the country and society.

Currently, the Bill on the Fourth Amendment to the BUMN Law has been approved at level I by Commission VI of the DPR RI and will be brought to the DPR plenary meeting to be stipulated as law.

With the ratification of this revision at the plenary meeting, BUMN is expected to become a stronger, adaptive, and relevant economic pillar of global challenges and national needs.
