JAKARTA - The Corruption Eradication Commission (KPK) made a study on concurrent positions from June to December 2025 and continued in 2026. This method is to prevent corruption due to conflicts of interest and recommendations are issued.
Acting (Plt) Deputy for Prevention and Monitoring of the KPK Aminudin said this study was based on the Constitutional Court Decision (MK) Number 128/PUU-XXIII/2025. It contained prohibiting deputy ministers from holding concurrent positions as officials of other countries, commissioners of SOEs/privates, or leaders of organizations funded by the APBN/APBD.
"We hope that this study will become the basis for stronger reform of public governance," said Acting Deputy for Prevention and Monitoring of the KPK Aminudin in an official statement from the institution quoted on Thursday, September 18.
From this study, Aminudin said, five recommendations were issued. First, encouraging the birth of a Presidential Regulation or Government Regulation that clearly regulates definitions, scope, lists of prohibitions on positions, and sanctions related to conflicts of interest and concurrent positions.
"The two synchronize regulations and harmonize with the BUMN Law, the Public Service Law, the ASN Law, the Government Administration Law and other related regulations," he said.
The next recommendation is to implement reformation of the remuneration of public officials through a single salary system that eliminates multiple income opportunities due to concurrent positions.
"Fourth (recommended, red) the establishment of an Independent Remune Committee in SOEs or public institutions to maintain transparency and improve pension schemes," Aminudin said.
Finally, the study also recommended the preparation of standard operating procedures (SOP) for the investigation of conflicts of interest according to the standards of the Organization for Economic Co-operation and Development (OECD). The SOE's Inspectorate and Internal Supervision Unit (SPI) must carry it out consistently.
The study focused on 10 public institutions through a qualitative and quantitative approach. Collaboration is carried out with ministries and institutions, including the Ministry of PANRB, the Indonesian Ombudsman, the Ministry of SOEs, the State Administration Agency (LAN) and academics.

The study also involved stakeholders in the executive scope of ASN, TNI, and Polri as well as ministries and non-ministerial government agencies at the central level and resource persons as well as related practitioners. Among them are government ethics experts and public integrity; anti-corruption experts and supervisory institutions; as well as academics and public policy researchers.
"The data collected by the KPK together with the Ombudsman in 2020 shows that of the 397 SOE commissioners and 167 commissioners of subsidiaries who are indicated to have concurrent positions, almost half or 49 percent are not in accordance with technical competencies," said Aminudin.
In addition, 32 percent of them have the potential to cause conflicts of interest, which show weak supervision, low professionalism, and the risk of concurrent income that injures the public's sense of justice.
