JAKARTA - Coordinating Minister for Law, Human Rights, Immigration, and Correction Yusril Ihza Mahendra said President Prabowo Subianto would not form a Joint Fact Finding Team (TGPF) related to demonstrations that led to chaos at the end of August 2025.

The reason is that the President welcomed the initiative of six State Institutions (LN) HAM which have formed an independent non-judicial investigation team related to the demonstration.

"So the President invited the six human rights state institutions to work to conduct an investigation, to find out the facts about what happened behind the demonstration," said Yusril at the Presidential Palace, Jakarta, Wednesday, September 17.

According to Yusril, the team formed by six human rights LNs is stronger in position and independence than TGPF, which if formed through a Presidential Decree (Keppres) and ultimately takes responsibility for the president.

The six human rights LNs are referred to, namely the National Commission (Komnas) HAM, Komnas Perempuan, the Indonesian Child Protection Commission (KPAI), Komnas Disabilities (KND), the Ombudsman, and the Witness and Victim Protection Agency (LPSK).

He said the six human rights state institutions were formed by law (UU) and carried out their duties and authorities according to the mandate of the law, where the selection of members and commissioners was also carried out through strict selection.

"They carry out their duties and authorities independently. The six institutions are state institutions, not government institutions," he said.

Previously, Komnas HAM Chairman Anis Hidayah said that the formation of an independent team was an effort and commitment of each human rights institution to find facts and draw up comprehensive reports.

"The goal of this team in addition to looking for facts is how to explore a number of information related to the victim's situation, what the government has done, and what we have to recommend later to encourage openness regarding truth, justice, recovery for the victims," said Anis.

The scope of this independent team includes monitoring demonstrations and riots.

The team will also assess the impact of events, including casualties, injured victims, psychological trauma, social and economic losses, and damage to public facilities.

The team did not rule out the possibility to reveal the mastermind behind the riots and identify the state or non-state actors involved.
