JAKARTA - Minister of Culture Fadli Zon emphasized the strategic role of the State Civil Apparatus (ASN) as the architect of civilization. In signing the Performance Agreement and Targeting Employee Performance (SKP) at Building A, Kemendikbudristek Complex, Jakarta, Wednesday, September 17.

Menbud Fadli emphasized that ASN is not just a bureaucrat, but rather a person who manages cultural values and voice connections to state policies.

"We are not ordinary bureaucrats. We are the architects of civilization, the manager of values, and the connector of cultural voices from all over the country to state policies," said Menbud Fadli.

He emphasized culture as the foundation of national development in the midst of the pace of globalization. ASN Ministry of Culture, he said, should be a cultural stewards: heritage protectors, cultural innovators, as well as public servants with integrity.

Menbud Fadli explained four priorities for ASN's performance. First, make Indonesia's mega-diversity a strategic resource, by working across cultures and thinking multiculturally. Second, realizing Indonesia as the world's cultural capital, the center of global exchange of values and ideas. Third, guaranteeing people's cultural freedom through policies that provide space for participation and expression. Fourth, internalizing four pillars of policy: culture as economic power, cultural diplomacy, value-based education, and unifying the nation.

"The success of performance is not measured by the absorption of the budget or the amount of activities, but from the real impact on cultural development and the breadth of cultural values that live in society," he said.

Secretary General of the Ministry of Culture Bambang Wibawarta added that the preparation of the Performance Agreement and SKP refers to PermenPAN-RB Number 6 of 2022. This document is a strategic instrument so that every employee understands the targets and real contributions to achieve the vision and mission of the ministry.

Work plans and indicators of the success of high-ranking officials and unit leaders are grouped into four Balance Score Card perspectives: service recipients, business processes, internal strengthening, and budgets.
