Only 2 OTTs Until The Middle Of The Year, KPK Claims Smart Criminals Avoid Wiretapping

JAKARTA - Deputy Chairman of the Corruption Eradication Commission (KPK) Fitroh Rochahyanto said corruptors are currently smarter in carrying out their actions. They now know how to avoid wiretapping that leads to hand arrest operations (OTT).

This was conveyed by Fitroh when asked that his institution had only succeeded in carrying out two silent operations until the middle of this year or during the first semester. Fitroh said corruptors are now communicating a lot through applications that cannot be tapped.

"What is certain is that the criminals are smarter. What does that mean, it could then be that the communication carried out by people who plan to commit criminal acts of corruption is not carried out with media that can be wiretapped," Fitroh told reporters at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Wednesday, August 6.

The condition of the corruptor who is smarter, Fitroh said, is indeed an obstacle. But of course there are other efforts, you don't have to then rely on wiretapping. That obstacle is then for the first semester only two (OTT is implemented, ed)," he said.

In addition, the Chairman of the KPK, Setyo Budiyanto, stated that OTT would still be carried out if necessary and corroborated by sufficient preliminary evidence. "There is no such thing as a reduced word, resigned, or then not focusing," he said at the same location.

Even so, he hopes that anti-corruption behavior will strengthen amidst state officials. Thus, silent operations do not need to be carried out often.

"Of course, we hope that as an effort, anti-corruption behavior will get better and then reduce such behavior so that there will be fewer," he said.

"But once again, even though the conditions with everything in the field conditions that may have changed lifestyle have changed, but once again, the efforts made by the Deputy for Enforcement are supported by other deputies that remain maximal, there are still no priority targets, or then they are ruled out," continued the former Director of Investigation of the KPK.

Previously, the KPK revealed that only two OTTs were carried out until mid-2025. The first silent operation was carried out at Ogan Komering Ulu, South Sumatra in March 2025.

Six people were later named as suspects, namely Nopriansyah as the Head of the PUPR Office of Ogan Komering Ulu Regency (OKU); Member of Commission III of the OKU DPRD Ferlan Juliansyah (FJ), Chairman of Commission III of the OKU DPRD M Fahrudin (MFR) as a Member of the South Sumatra OKU DPRD; and Chairman of Commission II of the OKU DPRD Umi Hartati (UH). Then there are also suspects from the private sector, namely MFZ (M Fauzi alias Pablo) and ASS (Ahmad Sugeng Santoso).

The KPK said this case began in January 2025 or during the discussion of the Regional Revenue and Expenditure Budget Draft (RAPBD) of OKU Regency for Fiscal Year 2025. There was an evil consensus so that the 2025 Fiscal Year RAPBD could be implemented immediately.

One of the parties was said to have asked for the basic cost of thought or thought. In order not to be suspicious, this request was changed to a physical project at the Public Works and Spatial Planning Office amounting to Rp40 billion.

The details, for the chairman and vice chairman, get a project value of IDR 5 billion each. As for the members, they get IDR 1 billion.

Then, the second OTT was carried out by the KPK in the North Sumatra region on Thursday, June 26. It is suspected that money was given in the road construction project in the province.

From this silent operation, the KPK then named Typhoon Obaja Putra Ginting or Typhoon Ginting as the Head of PUPR Office of North Sumatra Province as suspects along with four other people.

They are Rasul Effendi Siregar as Head of UPTD Gunung Tua Department of PUPR North Sumatra Province concurrently Commitment Making Officer (PPK); Heiyanto as PPK PJN Satker Region I North Sumatra Province; M. Akhirun Efendi Siregar as President Director of PT DNG; and M. Rayhan Dulasmi Pilang as Director of PT RN.

The Typhoon was in the spotlight because it was inaugurated as the Head of PUPR on February 24 by the Governor of North Sumatra Bobby Nasution. He previously served as Head of the Public Works Service or the Department of Water Resources, Highways and Construction Development of Medan City and had served as Acting (Plt) of the Medan City Secretary when the son-in-law of the 7th President of the Republic of Indonesia sat as Mayor of Medan.

The KPK revealed that there were six road construction projects with a budget of IDR 231.8 billion that were suspected of bribery. The details are as follows:

1. Preservation of Jalan Simpang Pinang-Gunung Tua-Simpang Pal XI 2023 (project value of Rp56.5 billion);

2. Preservation of Jalan Simpang, Pinang City, Gunung Tua-Simpang, Pal XI 2024 (project value of IDR 17.5 billion);

3. Rehabilitation of Jalan Simpang Pinang-Gunung Tua-Simpang Pal XI and handling of avalanches 2025;

4. Preservation of Jalan Simpang Pinang-Gunung Tua-Simpang Pal XI 2025;

5. Construction of the Sipiongoit Road on the Labusel boundary (project value of Rp. 96 billion); and

6. Construction of Jalan Hutaimbaru-Sipiongot (project value of IDR 61.8 billion).
