BPJS Health Contribution Returns To Initial Rates Per April 1

JAKARTA - The government has confirmed that the BPJS Health premium will return to the original rate or cancel the increase as of April 1. This certainty will be poured into a Presidential Regulation (Perpres) which is currently still in the process of being completed and will be signed by President Joko Widodo.

The Coordinating Minister for Human Development and Culture (Menko PMK) Muhadjir Effendy said that with the issuance of the Perpres, this means that the government has implemented the Supreme Court Decision (MA) Number 7 / P / HUM / 2020 which ordered the cancellation of the increase in health insurance contributions.

"Starting April 1, 2020, the Government has implemented the Supreme Court Decision (MA) No.7 / P / HUM / 2020 which cancels the increase in health insurance contributions for Non-Wage Workers Participants (PBPU) and Non-Worker Participants (BP) of the Social Security Administering Bodies. (BPJS) Health, "said Muhadjir in a written statement, Tuesday, April 21.

He explained that the tuition fee that had increased since January to Rp42 thousand for class III returned to Rp. 25,500 and class II from the previous increase of Rp110 thousand decreased to Rp. 51 thousand. Meanwhile, class I from IDR 160 thousand returns to IDR 80 thousand.

The amount of this contribution, said Muhadjir, is in accordance with Presidential Regulation Number 82 of 2018 concerning Health Insurance. "Meanwhile, the excess contributions that have been paid in April 2020 will be calculated in the next month's contribution payment," he said.

With the implementation of this decision, said Muhadjir, the government has respected the Supreme Court. In principle, the most important thing at this time is that the government wants the continuity of the National Health Insurance (JKN) to be guaranteed and the public can get health services.

It is known that the Supreme Court (MA) decision canceling the increase in BPJS contributions was officially received by the government on March 31. Furthermore, in accordance with the provisions of Article 8 paragraph (2) of the Supreme Court Regulation Number 01/2011 concerning the Right to Material Test, the Government has no later than 90 days to implement the Supreme Court Decision.

Previously, this material test was delivered by the Dialysis Patient Community who objected to the increase in BPJS Health contributions. In its decision, the Supreme Court canceled the increase in BPJS Health contributions which had been in effect since January 1.

Presidential Decree 75 of 2019, which increases participant fees for classes I, II, III, and participants who receive contribution assistance (PBI) has been implemented since 2019 for some groups of participants, namely an increase in fees for PBI participants whose dues have been paid by the government since August 2019, and for ASN and TNI-Polri which have been in effect since November 2019.
