JAKARTA - Chairman of Commission III of the DPR Habiburokhman denied the accusation that the discussion of the Draft Law on the Criminal Procedure Code (RUU KUHAP) was carried out in a hurry and minimal public participation.

The accusation was previously conveyed by the General Chairperson of the Indonesian Legal Aid Foundation (YLBHI), M Isnur, who assessed that the process of discussing the Criminal Procedure Code Bill was 'reckless' and did not reflect the principles of the state of law or community involvement.

Habiburokhman emphasized that the process of drafting the bill was transparent and open.

"I don't think, I don't mean to boast, the current DPR is one of the most transparent institutions. Never mind the results of the meeting, just whispers can be heard during live broadcasts," said Habiburokhman at the Parliament Complex, Jakarta, Thursday, July 17.

According to him, the DPR has even asked for input from various elements of society before starting to discuss the Criminal Procedure Code with the government.

"So I strongly reject that the preparation of this bill is called reckless. Maybe those who criticize are reckless," said the Gerindra politician.

Previously, YLBHI assessed that the discussion process for the Problem Inventory List (DIM) of the Criminal Procedure Code Bill was too flashy. Isnur said, there were 1,676 DIMs discussed in just two days, namely on July 10, 2025.

"This shows neglect of the principles of drafting the correct law, and has an impact on the quality and legitimacy of the law in the eyes of the public," said Isnur.

According to YLBHI, the Criminal Procedure Code Bill contains many problematic articles that should be studied in depth and not ratified in an urgent manner.

"Discussions that are reckless and full of violations of the principles of a state of law, true public participation, and human rights will only add to the bad record of the current government," Isnur continued.
