JAKARTA - The Corruption Eradication Commission (KPK) revealed that Bank Rakyat Indonesia (BRI) or BBRI used two schemes when the procurement of EDC machines was eventually corrupted.
Acting (Plt) Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu said the procurement of EDC machines occurred in the 2020-2024 period. He said the two schemes were buying and breaking up and renting.
"That in 2020-2024, PT BRI (Persero) Tbk will procure BRILink Android EDC through a buy-out scheme," Asep told reporters at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Wednesday, July 9.
The number of EDC machines procured in the buy and break scheme in the 2020-2023 period reached 346,838 units with a budget of Rp. 942,794,220,000.
"The budget for the procurement of EDC BRILink uses the IT investment budget belonging to the Directorate of Digital IT and Operation BRI," said Asep.
Meanwhile, the rental scheme was carried out twice, namely in 2020 for three years at once until 2023 and 2023 for the extension of 2024-2026.
Asep said that in this rental scheme, BRI carried out a full management service (FMS) or FMS EDC Single Acquirer. The total budget realization reached Rp1,258,550,510,487 with a total EDC for merchant needs of 200,067 units.
This procurement then caused state losses because the process was marked by fraud.
For the buy and break scheme, continued Asep, the state losses incurred reached Rp241,065,269,129. As for the rental scheme, the state lost up to Rp503,475,105,185.
"The total alleged state losses for the procurement of EDC Android in 2020-2024, both buying and buying a break or FMS/hosting amounting to Rp744,540,374,314," he said.
