Corruption Of Scout Funds Of IDR 6.5 Billion, Head Of Bandung And Ex-Secretary Of The Regional Secretary Become Suspects

The West Java High Prosecutor's Office (Kejati) has detained the Head of the Bandung City Youth and Sports Service (Dispora), Eddy Marwoto (EM), regarding the alleged corruption of the Bandung City Scout Movement Branch Kwartir (Kwarcab) grant fund worth IDR 6.5 billion.

Apart from Eddy, three other suspects were also detained, namely the former Head of Bandung City Dispora Dodi Ridwansyah (DR), former Regional Secretary (Sekda) of Bandung City Yossi Irianto (YI), and former Head of the Bandung City Scout Kwarcab Daily Deni Nurhadiana Hadimin (DNH).

"The suspect EM as the Head of Bandung City Dispora in 2020 has passed a representative fee for the management of the Bandung City Scout Movement Kwarcab, even though this type of cost is not regulated in the Bandung Mayor's Decree," said Assistant for Special Crimes (Aspidsus) West Java Attorney General's Office, Dwi Agus Arfianto in a statement, Antara, Friday, July 13.

This case emerged after the West Java Prosecutor's Office found allegations of irregularities in the disbursement of grant funds in the 2017, 2018, and 2020 fiscal years.

According to Dwi, at the time of submitting the 2017-2018 grant proposal, the suspects Yossi Irianto and Dodi Ridwansyah were said to have agreed to approve the budget for the representative fee and honorarium of Kwarcab staff that had no legal basis.

"In addition to approving financing that is not in accordance with the rules, the use of grant funds by Deni and Eddy is also not in accordance with the designation and is fictitiously accounted for," said Dwi.

As a result of the actions of the suspects, the state was harmed by about 20 percent of the total grant value, or around Rp. 1.3 billion.

Eddy Marwoto, Dodi Ridwansyah, and Deni Nurhadiana began detention last Thursday night at the Kebon Waru Detention Center, Bandung. Meanwhile, Yossi Irianto has already been detained in a separate case related to land disputes in the Bandung Zoo area.

The suspects were charged with Article 2 paragraph (1) and Article 3 in conjunction with Article 18 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption, as amended by Law Number 20 of 2001, and Article 55 paragraph (1) of the 1st Criminal Code.
