JAKARTA - Transparency International Indonesia (TII) revealed irregularities in the procurement of private jets by the General Election Commission (KPU) during the 2024 General Election. There are two things mentioned, first regarding the implementation which takes up a budget of IDR 71 trillion and opens a space for corruption.

"If you learn from the previous election, there are many corruption cases related to election logistics," said Transparency International Indonesia (TII) researcher Agus Sarwono in a written statement, Tuesday, April 29.

"Just call it the procurement of ballot sealing, procurement of ballot boxes, bribery to auditors of the Supreme Audit Agency (BPK), procurement of insurance for KPU members to collection of tribute from KPU partners," he continued.

Second, the KPU is considered not to provide information to the public regarding the procurement of this private jet rental. There is an impression that the election organizers hold a lot of information.

"This indicates that the KPU's procurement planning is problematic," said Agus.

In addition, Agus also highlighted the announcement of the general procurement plan (RUP) for logistics vehicle support which was carried out long after the procurement was completed, namely in November 2024. In fact, the work has been carried out since January 2024.

He considered that the AGM's announcement seemed limited to fulfilling the formality of procurement which was actually problematic.

"There is a suspicion that the procurement of private jets suddenly appears when the election stage is underway," he said.

The winning company was also highlighted by TII. Agus said that PT Alfalima Cakrawala Indonesia was only formed in 2022 and was considered to have no experience as a provider of government programs.

Then, TII also said that there was a difference in the two contracts worth Rp. 19,299,673,995. This figure arose because the budget for the two private jet procurement contracts reached Rp. 65,495,332,995 while the ceiling was only Rp.46,195,659,000.

All of this data was obtained by TII from the Government Goods/Services Procurement Policy Institute (LKPP). "With two different contracts, IT Indonesia concluded that at least the KPU rented two private jet units," said Agus.

"This of course needs to be traced in more detailed contract documents, which are not found in any public documents," he concluded.
